Mobile soldiers arrive by train at Vandiver Park for mobilization. First regiment sections reach station at 5:25 PM and 8:55 PM with a 10:35 arrival for the third section. They proceed to camp as fair weather greets the troops and a parade plans are postponed.
President Wilson’s address to congress, in tentative form at today’s cabinet meeting, is expected to outline concrete steps for congress to take against German submarine operations. Officials say the speech will be specific in character and map a clear course if war becomes necessary, with care to show America did not choose war.
Wireless and cable dispatches quote Allied press briefings on French defense along the Ailette and Crozat canals. General Nivelle's troops hold lines near Lille Laon as Hindenburg plans to press toward La Fere with a battle that could end hopes of breaking the Hindenburg shield.
Orders from the office of the federal adjutant general prepared for a broad mobilization were received by the Alabama national guard adjutant general on Thursday. They will be passed to the eastern department commanding general, then to state adjutants, and read to all enlisted men as provisions are made.

Paris March 23 Sergeant J R McConnell American aviator with the aviation corps in France has been missing four days after engaging two German planes. He sheltered by fellow aviator Jenny who was wounded in the head and withdrew toward French lines. McConnell last seen with German planes attacking from above.
Mexico City March 23 Candido Aguilar resignation as foreign minister was accepted by Carranza. Aguilar will run for governor of Vera Cruz while the current governor also resigns to avoid any accusation of undue influence in the election.
Mr. L. D. Dix president of the Rotary Club compares The Newsystem contest What is Mobile's Most Pressing Need to a diagnosis for the city. A $25 gold prize will go to the best 100 word suggestion. President W. D. Bellingrath, also leading the Chamber of Commerce, endorses the effort.
Federal officers arrest Mrs A T Enden and two hikers in Atlanta on suspicion of espionage amid inconsistent stories. The three, claiming to be travelers walking around the world, include German citizens Valerian Pieczynski and Hugo Coutandin. Clippings taken by agents suggest deceptive narratives across regions.
Piski Coutandin and Mrs Enden remain under guard with no access to visitors. Federal officers said they sought arrest of A T Enden, while the young woman claims she married in San Diego after walking there from Salt Lake City with Pieczynski. Arrests of hikers in other areas were ordered.

All Georgia troops departed El Paso yesterday in a major movement headed for home. The group included a brigade headquarters, First, Second and Fifth naval infantry, five cavalry units and Field No. 1, as announced by army headquarters.
The head of the United Confederate Veterans was found dead in his office last night with heart trouble listed as the cause. This unexpected death ends a long career leading the veterans group in the area.

The Weather Bureau reports rain tonight and colder conditions Saturday in Mobile and vicinity. A low barometer area over the upper Lake region extends to Texas with precipitation and warm southerly winds along the Gulf Coast, followed by a high pressure system bringing colder weather.
In the circuit court before Judge Grayson today action was taken on several minor cases. Jess Jordan waived assault with a knife nolle pressed. Ostrum facing embez zlement is listed on call. William Duncan pled guilty to a weapon assault and received three months hard labor. Edward Enderle and Andrew J Krassin, jurors who failed to appear, were each fined 50 dollars by Judge Grayson.
Washington March 23 Mrs Ambler F Cardwell widow of an army officer was named postmaster at Fortress Monroe Virginia by presidential appointment. The appointment comes as the administration fills small towns posts by patronage and marks a notable position for a war widow.
Police raid on Manassas Street near Conception leads to seizure of a trove described as ponies liquors. Officers Starn and Boltz involved. arrests expected as police allege Owen Farley operated the building.
Berlin reports the emperor awarded the Pour Le Merite to Admiral Von Holtzendorff, chief of the admiralty staff. The emperor praised his valuable services in naval warfare and expressed warm appreciation.
An Exchange Telegraph dispatch from The Hague reports Emperor William is suffering a severe nervous breakdown. His physicians order him to undergo the cure at Hamburg, per notes from The Hague.
The Burgett Memorial of the Government Street Presbyterian Church is being enlarged and remodeled to match modern school structures in the county. Contractors announced completion and readiness for occupancy soon after tropical storm damage last July. Trustees include Harrison, Harris, Hutchisson, Marshall, Britton, McMillan, Stone, Otta, and Irwin Burgett. Architects are Hutchinson and Denham. contractors Hancock, Harbin and Hancock.
The Government Street Presbyterian church Sunday school building is being remodeled and enlarged. The old shell will be kept while a north extension of about 20 by 100 feet adds a second story and basement for heating. Inside, design mirrors the original church style with two entrances facing Government Street.
The British government notified the collector that only British and allied ships may enter Plymouth, England. Neutral vessels bound for Halifax must arrive the day before, anchor ten miles from the harbor entrance, and perform all checks without daylight entry or ship shore communication.
Charles B. Ward, composer of Strike Up the Band Here Comes a Sailor The Band Played On and other era popular songs, died in New York. Born in London in 1866 he moved to the United States as a boy and gained prominence on stage and in vaudeville under William A. Brady’s management.
The 17th infantry, en route from Fort Bliss, will likely arrive tomorrow at Forts McPherson and Oglethorpe in Georgia to guard German interned sailors from the Philadelphia navy yard. Six companies A to F go to Fort McPherson and G to M to Oglethorpe. a marine guard will escort the sailors.
Fire at 211 South Jefferson Street last night around 7 30 damaged a vacant room. The blaze started in a vacant area and the cause is undetermined. The property is owned by Thompson.
The president, seeking to stay in touch with the army, cancels nearly all engagements today except a meeting with Massachusetts Governor McCall. They plan to discuss state federal cooperation and a tentative plan for allied financial credits to support military supplies.

Forty passengers aboard included twenty three tourists from Fairhope. Freight floated away as the barge sank. vessel to leave Mobile for Tuscaloosa and Tombigbee landings each Saturday at 4 PM.
The three major Susquehanna bridges at Havre de Grace will be illuminated with powerful searchlights to bolster protection. Two Maryland National Guard companies will patrol the bridges while soldiers in motor boats guard the structures from the river.
