Joseph P. Tumulty announced in New York that a cable from President Wilson confirms the plenary council has positively decided the League of Nations will be part of the peace treaty. He notes reports to the contrary are false and no truth to them exists.
Paris dispatch says a sub commission of the responsibility for the war reports that criminal prosecutions of those who caused the war remain anomalous and unnecessary while peace talks may create special machinery to deal with planners.
One of the Senate's first questions, with President Wilson present, concerns the Poland Germany boundary. The boundary commission has agreed unanimously on a plan, though no official announcement has been made. Danzig is considered part of Poland, and the proposal would place strategic border points to deter Bolshevism and West Germany.
The Associated Press reports March 14 that Lloyd George pushes for a swift preliminary peace pact as a first step at the conference. British circles expect a main treaty within about three weeks, with plenary agreements to follow after Germany is dealt with.
Leon Trotzky, Russian Bolshevik war minister, recounts an assassination attempt last Sunday as his train to Petrograd left Helsingfors. Three Red Army men fired at him. a staffer was killed and another wounded. Trotzky showed a bullet hole in his hat.
The Associated Press reports York on March 15 that banks and clearing houses hold 58,783,510 dollars more than required. This is a rise of 4.40 million from the previous week.

The railway clerks strike faces a crisis within forty eight hours said H C De Grey of the Brotherhood of Railway Clerks. He urged suspending Federal Auditor Ottarson to press management toward settlement with Nashville Chattanooga and St Louis Railroad officials.

Keegan of Indianapolis reappointed to the United States Employees' Compensation Commission Bruce Alexander of Boonville named U S marshal for the northern district of Mississippi and Floyd Loper of Lake Mississippi named U S marshal for the southern district of Mississippi.
March 14 delayed report that the body of W. P. Borland, a Missouri native, who died weeks ago while troops of the zone held by American forces near Rotterdam, is being transported on the river steamer Preussen. Two American officers accompany the body.

Vice Admiral Fred W. Grant is detached from command of Atlantic fleet battleship force No. 1 and from as commander of the Washington navy yard and naval factory. Captain Arthur L. Wi n will command the yard's battleship at Mexico. Rear Admiral Henry A. Wiley takes Division No. 4 command. Rear Admiral Augustus F. Fechteler moves to lead the fifth naval district.
Lutherans in the United States launch a campaign to raise 2 million dollars in Liberty bond gifts to support superannuated ministers widows and dependents. Denominational members reportedly hold about 45 million in bonds and the project aims to deposit donations into an endowment to fund church work. Beginning March 50 000 workers will visit members to collect donations.

Homer Benson, 21, a switchboard operator at Mobile Electric Company's plant in Mobile, was fatally shocked at 10:55 AM when his left shoulder touched a high voltage wire while on an iron ladder. Superintendent Quackenbush swiftly cut power. Benson collapsed and died within minutes despite medical aid.
Secretary of the County Medical Society reports Dr. Charles A. Mohr was legally elected Friday night as county health officer. The election corrected a previous quorum error from the December session, with 35 members present and 34 votes cast for Mohr. Dr A E Maumenee led the meeting in Dr Rush's absence.
