The Austro Hungarian government informs the United States neutrals are responsible for losses when entering warlike zones. The reply accuses Britain of breaking international law and outlines submarine warfare notes, denying protection for neutral ships and insisting on armed defensive use only.
The president said he will do everything possible to find a way to arm American ships and protect them from submarine threats despite the Senate’s lack of explicit power. A final decision on legal authority to arm vessels without specific authorization is expected soon. An extra session may come if the Senate amends rules during debate on the armed neutrality bill.
The meeting of the board of directors of the Chamber of Commerce, announced for tonight, has been postponed until Friday evening. It will be held in the directors' room at 7 30 with full attendance desired.

In a recent weekly session the city council adopted an ordinance governing pool rooms and tables with open entrances. The measure becomes effective thirty days after passage. Mayor Pilanis proposed an amendment to cover within or without a building, which failed. A separate resolution from Commissioner Lyons discussed refunding bonds of $25,000. Bills totaling $631.13 were approved for payment.
Dr. RE Jackson government agent in charge of eradication work in Alabama and traveling inspector Mr. J A Kiernan are expected to arrive in Mobile this evening for a brief visit. Dr L B Ernest in charge of the tick eradication work for this county will accompany them on an inspection tour.
Mobile will be represented at the hearing on the interstate tariff dispute over free time for loaded cars. Traffic Manager R. G. Cobb announced the New Orleans session date of April 30 after notification. A prior interstate commerce commission order cut free time from ten to five days at Mobile Pensacola and New Orleans.

Magnolia Beach plans a $30,000 three story hotel by next fall with 100 or more rooms. H L Misamore of Point Clear says northern capital backs the project and construction could start by April 1. The hotel will operate year round with winter tourist patronage and summer MOB families, aiming for Cedar Point Hotel style.
Governor Henderson designates April 2 to start a statewide clean-up campaign in Alabama. He urges political civic and private groups to join in removing trash and debris from winter months and to cooperate with health authorities to destroy filth and germ-breeders.
Edward Ryder was convicted in circuit court today of violating the prohibition law. Judge B M Miller fined Ryder $50 and costs and added three months hard labor, suspended on good behavior. Ryder to serve twenty days and work off costs at 75 cents per day.
Kenyon of Iowa and Vardaman of Mississippi, two of the twelve senators who did not sign the arm ed neutrality manifesto, explained in the senate that they were not complicit in blocking the vote. They argued their actions reflected national duties and not personal restraint, as they faced depictions of them as wilful and contemptible.
In circuit court Judge B M Miller ruled that the legislature fee for appeals from inferior and municipal courts applies to city courts. The ruling affects all docketed appeals without a jury with Miller presiding. The case of Fred Brown charged with reckless driving on appeal from the recorder's court was held not guilty.
Commander David Boyd of the U S Bushnell at Pensacola expresses regret over the vessel’s sudden departure and thanks Mobile residents for their courtesies to his crew. He hopes to return to Mobile with the Bashnell.

The A. D. Davis Packing Company awards an $83,000 Mobile plant contract. Jett-Muths Construction Company wins the $30,000 packing house bid and will build a three story brick and concrete facility with modern refrigeration to be completed soon. The refrigeration contractor will be chosen this afternoon per President Arthur D. Davis.

Police say Schwartz a chemist admitted conspirators planned a bomb explosion at Black Tom yesterday but faulty bombs halted the plot. Kolb, a former Canadian Car and Foundry worker, identified by police. Steele linked to an earlier room explosion. Kolb disappeared.
After three days of severe weather, forecasters expect relief for Mobile tonight and Wednesday. The cold snap dropped to 8 degrees last night as a low barometer system moves across the eastern U S. Frost reached as far south as Tampa and the Alabama River at Montgomery is set to rise into midweek.
