An Atlantic report says a large disabled steamer with smoke stack damage, towed by a government tug, appeared to be a Belgian relief vessel near the southern New England coast. The captain noted the words Belgian relief on its side. four masts were visible as the tug and tow moved westward.
Five hundred and one colored select men have been called to leave Mobile next Monday morning to enter military training at Camp Sheridan Montgomery. A demonstration will be held Sunday at 5 PM at Dixie park with selectmen to report for entrainment instructions and to learn the officers in charge of the contingent. The meeting will adopt a patriotic tone with addresses to the men from the colored race.
Excavation starts for a ten thousand dollar annex to Peoples Bank building on St Francis Street. President A L Staples says the addition relieves crowding and signals a broader remodeling plan. Charlotte July 23 Beginning Wednesday morning all cotton mills in the region relying on the Southern Power Company will halt for twenty four hours. About 150 mills with four million spindles and numerous looms face a forced holiday as low water and a broken auxiliary plant at Mount Holly cause the outage.
Edwin R. Stettinius, second assistant secretary of war, arrived in Europe with a large staff. Secretary Baker announced a general survey of the supply and industrial situation as American overseas forces expand.
George Hall, described as a former county convict, was arrested early Tuesday by Deputy Sheriff Brannan on a charge of stealing a automobile used by County Engineer Harry L. Fisher from the county garage at the old jail on North Broad Street. The car was recovered. Hall had reportedly served a burglary sentence recently but was discharged and employed at the county garage.
Washington July 23. The Navy Department reports the death by drowning of John C. Adams seaman Gc S&S N E F at New Orleans on July 18. Adams resided at 333 Stonewall Place Memphis.
Export trade totals reach 4,954,413 dollars for the month, up from 2,801,288 dollars a year ago. Officials report the increase over the previous period at just over one million dollars.

About 50 000 Negro registrants were called to the colors by Provost Marshal General Crowder. They will entrain between August 1 and 5 from 41 states and the District of Columbia for general military service.
The city draft board No 2 announces that it needs ten white men to fill its present quota. They will likely be taken from the list of reclassified men and sent to camp this week. Five will go to Camp Hancock to meet the quota for July 19, while others head to Camp Sevier and Camp Shelby to replace rejected men.
Washington July 23 President Wilson proclaimed Cape Cod canal now under U S control uniting Cape Cod with Buzzards Bay Mass and ordered the railroad administration to run it.
J A Cowley was arraigned in the local court Tuesday morning on a traffic charge. The case involved damages and the matter was discharged by judges Ree Wwe Wefel and BL McKean.
Three American aviators from Chatham Massachusetts were found by a vessel ten miles off Halifax Nova Scotia after drifting three days and nights along the North Atlantic in a dirigible balloon. The craft left Friday for patrol duty and encountered a wrecking fog that engulfed the crew. The men, all Marsachusette residents, were unharmed and the dirigible was in good condition.
The War Department announces that officers and enlisted men of the American Expeditionary Forces who earned $1,000 or more in 1917 must prepare income tax returns. Returns must reach the proper internal revenue office in the United States by October 1, 1918.
San Juan July 23 The third officers training camp opened here with 150 men in the course. The unit will be assigned to duties in Porto Rico and surrounding areas as part of the colonial defense effort.
The city commission renewed the yearly contract with Creole Fire Company No 1 effective July 1 1918 under existing terms. Fire Chief C S 1 urged higher compensation while noting fires caused by sparks and lightning. The panel authorized tungsten lights at four street corners upon Mayor Lyons's resolution.
A man claiming the name Joe Kerp, described as a foreigner, is jailed in Murfreesboro on a vague charge. He reportedly confessed to being an escaped German prisoner from a Chattanooga camp and indicated he escaped with two others. German prison authorities deny knowledge of his identity.

He reports strong attendance and enthusiasm among the 50 plus Y M C A men at Blue Ridge, including army branch and city association personnel.
War Office statement reports only artillery activity overnight. North of Montdidier a local operation led to the French seizure of Mailly-Raineval Sauvillers and Aubevillers with 350 prisoners taken. The rest of the front remained calm.
The British war office reported German shelling with gas in the Villers Bretonneux area east of Amiens. It said Allied lines advanced south of Hebuterne and Merris, with improvements north of Albert in the Hamel sector. Raids near Ablainzeville Ayette Oppy Avion and Lens yielded prisoners and machine guns. Additional captives and arms were taken near Metrix after a patrol clash with about fifty Germans killed. Artillery activity continued in Villers Bretonneux and Dickebusch sectors.
Mobile sawmill operators receive notice from the Employment Service of the U S Department of Labor that requisitions for skilled and unskilled labor will begin August 1. The department will direct necessary labor to war essential plants with Alabama contact Mr G B Tarrant of Birmingham. This follows Provost Marshal Crowder revoking exemptions for sawmill workers.
The post office reports War Savings Stamps sales of $2,682 for Monday, an increase of $1,237 over the previous day and about double.
American forces drive south of Soissons report towns taken including Jonne and Buzancy as French opening new attack northwest of the Marne. French cross the Marne at P-à-Binson and push toward Oulchy le Chateau amid enemy counterattacks and renewed efforts along the Vesle and Salient fronts.
