With one steamship company meeting workers demands and another preparing a similar deal, the strike which removed about five hundred fifty men from vessels and tied up sixteen steamers appears to be nearing settlement pending Shipping Board action.
Bay Minette reports that the City Commission will not buy meats or vegetables from the War Department for low city prices. Mayor George E. Crawford said the city cannot afford the business but will assist the government if food is sold locally. He has written to the War Department about the matter.
President Wilson plans to meet with Republican and Democratic senators to discuss the peace treaty and the League of Nations covenant. He will review invitations broadly, with visits possible in Oregon and Missouri, and may begin a tour of the foreign relations committee.
L. Watterson of the Coast Steamship Company and W. F. Cattell of Mobile meet with seamen union leaders to secure a tentative deal. The agreement would raise deck crew wages 15 percent and cooks and stewards 20 percent with an eight hour day for seamen and a preference for union members who are American citizens. Preparations continued at the head waters as talks progressed toward full completion with Panany pending action.
A Tipton negro indicted on two counts of violating the Harrison narcotic act faces trial at a special term of the United States district court next Monday. He was arrested for selling and transporting narcotics to Mobile from nearby quarters and was held on a $1,000 bond. Authorities traced him to a dope joint in Chicago where opium was found. a second suspect was set at large on a $5,000 bond.
The road committee will urge rebuilding Old Shell road from Catherine street to College Lane and a south side section of Sprn Hill avenue to Crichton. They seek state aid on Telegraph road from Three-Mile Creek to Chickasaw and Axis to Mount Vernon. Chauffeurs to be appointed for two county trucks. road repairs on Broad street and Washington avenue continue. Cedar Point and Hall's Mill roads receive work. St. Michael street project near completion.
General Pershing visited the War Office and awarded Distinguished Service Medals to Viscount Milner Wins Spencer Churchill Viscount Peel Baron Weir Baron Inverforth Andrew Weir and Felix Cassell as tokens of American gratitude. He later dined at the Hotel Savoy as guest of the American Luncheon Club.
Alabama Public Service Commission in Montgomery announced a one cent cut in Mobile electric rates, effective September 20, after a June Mobile Electric Co. report showed a $3,697.98 operating profit. New schedules raise and tier rates for KWH usage, with minimum bills and prompt payment discounts.

Dr W E Boies died at his Knoxville home at age 96. He was the oldest living Vanderbilt alumnus, class of 1844. The death was reported by the Associated Press.

Wheeler, Anti Alcoholic League general counsel, told the Senate judiciary sub committee that Congress has clear authority to fix a maximum alcohol content of beverages at one half of one percent for prohibition enforcement. He argued that allowing 23 and 4 percent beer would revive the liquor trade and thwart national prohibition aims. Wheeler noted 33 prohibition states and 13 local option states limit alcohol in drinks and challenged Samuel Untermyer to cite any court ruling denying legislative definition rights.
A radio message from the navy department reports the American steamer Allison filling with water and sinking soon. The vessel was 14 miles from Fenwick Island shoals off Maryland as coast guard cutter Merrill and Lake View head to aid. The Allison, a Shipping Board cargo steamer, first signaled distress last night while sailing toward Delaware breakwater under its own power.
More than 300 delegates attended the first state convention of the American Legion in Birmingham as of July 16 with 500 expected total. The gathering covers two days and will elect permanent state headquarters and officers tomorrow afternoon.

Mobile and Baldwin county businessmen and farmers form a stock company to build a bay boat for mobile east shore trade. With $92,000 capital proposed and stock subscriptions from Baldwin county investors, construction starts within 30 days and the vessel operates early next winter with 110 feet length and 23 foot beam to carry about 300 passengers plus freight and cars.
Chicago reporters say representatives of fifteen rail unions plan a vote next Friday on striking to win a 37 cent hourly wage increase and better conditions. The joint note from carriers says wage hikes would force higher fares, while union leader Britton I Budd warns concessions without fare increases threaten insolvency.

Vienna reports Count Von Brockdorff Rantzau has been accepted as Germany’s minister to Austria. He led the first German peace delegation at Versailles and was replaced by Herman Mueller as foreign minister in late June. Paris dispatch notes Lewald’s departure from Versailles for Paris.

Paris July 16 The five man council debated the Russian blockade with no decision yet. Delegates await Washington instructions as to whether to permit ships under special permits. A suggestion to have Denikine blockade Black Sea ports was not approved. Hungarian notes claim breaches of armistice by Czechs and Romanians prompting border actions.

A coroner's jury in Seattle on July 16 ruled that Frederick A. Dowsey, a special agent of the United States Shipping Board who died May 2, died of natural causes, probably apoplexy, and was not murdered as had been alleged.
The Interstate Commerce Commission ruled fertilizer rates from Charleston to North Carolina were unreasonable. New maximum rates were prescribed after a complaint by the Freight Adjustment Steering Committee of Charleston against the Atlantic Coast Line and others.
