Alabama schools open as Superintendent Willingham announces a state concession with publishers. Old textbooks may be exchanged for half their original price for new or higher grade books, valid fifteen months from Sept. 1, with about 70 percent of old books readopted for the next five years.
Italian commander General Torelli and thirty three Italian officers and men were killed in a battle with Arab tribesmen near Bengazi Tripoli. The Italian wounded total seventy five. Arab losses were not stated. The Italians faced entrenched Arabs on a height above Tecniz valley and shelled them into retreat.
Edmonton reports E I Dowling a mining engineer met Henry VY Radford, the New York explorer last seen two years earlier in northwestern Canada. Dowling recalls Radford in 1911 near Great Bear Lake and Fort Norman, noting his quick temper and Eskimos' reactions during his planned voyage.
Washington September 17. Express firms asked the Interstate Commerce Commission for an extension to prepare and implement the new express rates ordered in August. The rates would start October 15, but companies say they cannot meet the October deadline.
United States Civil Service Commission announces examinations for post office clerk and carrier in this city on November 5 1913. Applicants must file applications in the district office at the post office in this city.

A Negro suspect was held in New Britain Connecticut on a charge of assault after a confrontation that wounded a man. Police reported the incident occurred in the city early today and the suspect remained in custody for questioning.
Thousands of Union veterans and sons of veterans marched in the forty-seventh Grand Army parade in rain. An unofficial order, said to be from Commander Beers, kept Confederate veterans from participating, provoking disappointment and an ongoing investigation.
