Sofia reports Bulgarian parliament president Dr S Danes and Generals Savoff and Fitcheff named as plenipotentiaries to negotiate an armistice with Turkey at the Chatalja lines. Negotiations likely to begin within 24 hours with both sides prepared to modify demands. Cholera occupies armies. no immediate hostilities expected.
Constantinople dispatches say fighting raged along the entire Tchatalja line with Bulgarian forces attempting to break Turkish lines. Turkish warships prevented a breakthrough as battles continued.
A Vienna dispatch reports the first classes of the reserves for six Austro-Hungarian army corps have been called to colors. Three corps are stationed in the north and three in the southeast of the empire.
Admiral Coun tourriotis confirms Greek forces occupied Mitylene yesterday. The 700 Turkish defenders withdrew inland as Greek troops pursued them across the island in ongoing action.
Sofia announces Bulgarian plenipotentiaries will discuss armistice terms with Turkish envoys, suggesting diplomats view the Ottoman rejection of initial terms as not closing the door to negotiations. Health Commissioner Laz Schwarz reforms cut overall death rate from 24.06 to 20.67 per thousand, white rate from 19.97 to 15.61, and black rate from 80.27 to 27.06, while sanitary inspections average 200 daily.
George A Fuller Co has won the contract to erect a new eight story fireproof addition to City Bank and Trust Company in Mobile. Architect George B Rogers of the city designed a plan to extend the present structure two stories and create a 5 foot frontage on Royal street. Construction will begin soon after the firm arrives, with site clearance pending the Post Office Cafe relocation to Dauphin street.
Commander A. T. Ong of the United States cruiser Des Moines informed Harbormaster Thomas P. Norville that the ship would arrive in Mobile on November 21 for a six week visit. The Des Moines, now in New Orleans for crew shore leave, has seen Caribbean service and Vera Cruz action. It may berth at the lower Louisville and Nashville docks. The vessel weighs 3,200 tons and carries eighteen officers and 279 men.

Salem Mass November 22 Scott Peters argued for Arturo Giovannitti in the Peter Giovannitti Caruso trial. He contended Giovannitti acted openly during the strike and denied the detectives attributed speech urging bloodshed. The judge was expected to deliver a long charge and the case to the jury tomorrow.
Nashville Tenn November 23 A Harriman Tenn special says a merchant H T Mitchell has put up a sign This safe is not locked to deter burglars he believes the open safe will show no loot if entered and figures he will not need to buy a new safe at least if his store is visited by burglars.
The Pollock firm of J. Pollock & Co will organize into a million dollar corporation on January 1. Jacob Pollock, current head, remains president and active in business. Management of the wholesale dry goods firm will stay substantially the same with no further details released. The establishment, among the largest in the South, will continue its progressive policy and expansion.
The body of Norma Garvin daughter of ex Governor L F C Garvin was recovered from New River near her Providence home after she disappeared Wednesday. A note saying I can't get the water off my mind preceded the search and dragged water nearby. Garvin, 36, had planned to attend a Brown University lecture by Mrs Maude Howe Billiott on woman suffrage.
At a joint meeting, Commissioners Bauer and Green along with Drs Mohr Scales and architect A H Downey accepted plans for a new infectious disease facility at the county hospital. Bids are invited for a six room $2700 or four room $2100 building, with equipment costs included. The Pine Grove hospital will be converted for colored inmates and shared funding will cover both new construction and repairs.

Letters solicited illicit use while the firm shipped ordinary antiseptic tablets and chemicals. Hawkins and Cox posted bond to await grand jury action while Van Antwerp contends the letters were unrelated.

August Norfleet Brown and John L Brown sue Joseph Footbell over alleged assault while Brown sold papers. Joseph Weaver sues Tombigbee Valley Company over a killing by a steel agent.
New York November 2 Carnegie Corp sends proposal for a $25 000 pension to each former president. Texas representative Culberson calls it undemocratic to fund pensions for ex presidents. Several other senators and members voice opposition to private funds for presidential pensions.
