Montgomery May 10 State Prison Inspector W H Oates released that Bernard Tarver a black prisoner shot in the leg at Montgomery jail Monday was chained to his bed in a local hospital. The chain was removed last night under orders. Dr Oates said chaining prisoners in hospital is illegal and guards are required. The governor was notified. Sheriff Hood said a small dog chain was used on Tarvers uninjured leg to prevent escape and two guards are now posted.
