M Joseph Caillaux, after his resignation as minister of finance, cuts public ties to devote himself to defending his wife Mme Henriette Caillaux, imprisoned at St Lazare for the murder of Gaston Calmette, editor and foe. He is described as heartbroken over her alleged role in the attack sparked by Calmette’s newspapers.
Gov Colquitt seeks to know if Texas Rangers are needed after a Mexican kidnap and escape at Carrizo Springs near the Rio Grande. Warnings reach Austin as sheriff Gardner reports bandit activity and possible federal Mexican soldiers involved.

Berlin March 20 Associated Press reports Germany adopts a bill to legalize licensed bookmakers for horse races, replacing the old system of highly taxed pari mutuels. The measure lowers government take, taxes bettors, and imposes penalties on unlicensed bookmakers and bettors. It also bans public display of racing results and tips and allows legal recovery of illegal bets.
The Federal League filed in U S District Court Western District of Michigan seeking an injunction to bar Bill Killifer from playing for any team other than the Chicago Federals. Killifer, formerly with Philadelphia, signed a three year deal worth 17500 dollars total, with 5833 yearly, and received 500 advanced money. The suit centers on the reserve clause and cites Killifer’s move from Philadelphia to Chicago and failure to report for practice. It requests immediate temporary relief and a permanent injunction at trial.
Washington reports the Tampico waterworks were put out of commission, endangering foreign interests there in breach of a pact between American naval officers and Aguilar of the Constitutionalists. A late night message from Rear Admiral Fletcher to Tampico details the explanation.
