Endowment Push Aids Panama Toll repeal Drive
As AP reports from Washington on March 13, the Carnegie Endowment for International Peace unveiled a broad lobbying campaign to repeal the Panama tolls exemption. James Brown Scott testified the endowment spent thousands on education and distributed over a million pamphlets urging repeal and 715,000 copies of Senator Root's speech. Senators Walsh and Root figures highlighted an allotment of 23,000 for canal literature and the endowment used Senator Root's frank to mail the 715,000 copies. The pamphlet bore signatures of trustees including Choate White Root and Butler.
