The measure builds on Beveridge ideas, placing responsibility on manufacturers and carriers for unlawful shipments while exempting goods stamped under a federal act from states with similar laws. The draft defines anti social child labor as activity under fourteen in mills and under sixteen in dangerous work, seeking a national minimum standard without a full uniform ban.
