Caribbean sea disturbance near Porto Rico remains uncertain in intensity. Weather bureau reports indicate the system is central near the area with one vessel driven from Bay reaching Gulfport and a schooner Caviara reported lost off the Mexican coast near Progreso.
The Alabama river began falling at Montgomery and flood conditions in the South improved. Selma still reports rising levels but expected to recede. no new flood damage anticipated in Alabama unless rainfall resumes. Farmers hope crop losses won’t be as bad as feared. care for flood victims reported. Caribbean disturbance shifts westward near Porto Rico.
The flood situation in central and south Alabama improves with the Alabama river crest passing Montgomery. The river is falling and is forecast to drop below flood stage in six days. Selma shows 53.4 inches with minor rise possible. no further state damage expected. Local Clanton cloudburst did not affect the river. Farmers grow more optimistic, believing crop losses were overestimated.
Biloxi Mississippi reports Lagoda and Beulah D arrive safely reducing missing vessels to four. Seventeen sailors still unaccounted after last week's storm, with 29 listed as missing system wide. Gulfport reports Rowe reaches port after drifting 300 miles from Mobile Bay during the hurricane.
The American fishing schooner Ca Biara owned by Sanders & Co. of Pensacola Florida was lost in a storm off the Mexican coast near Progreso on July 7. All crew members were saved and taken to Progreso yesterday.
The official report from El Pueblo, Carranza’s organ, states American forces attacked Mexican troops at Carrizal. Lieutenant Colonel Genovevo Rivas says a two hour battle left 12 Americans dead and 22 prisoners, with 30 Mexicans killed and 43 wounded, including 11 officers.
Street car service to Spring Hill will resume after 4 o clock this afternoon per the superintendent of transportation. Cars have operated to Crichton since Sunday and complete city service is nearly restored. Magazine Point Whistler Charleston and Cedar street lines began operation Wednesday. workers remain on disabled lines to finish full service in two to three days.
Mobile and New Orleans commerce groups secured parity with Texas ports as to cattle imports from Central America. The Senate rejected the Broussard bill but barred cattle imports into Texas from Central America and Mexico, ending Mobile’s discrimination. The move expands gulf port access, benefiting Mobile and other gulf ports and aligning Texas shipments with Mobile.
The Mobile Chamber of Commerce denounces lower privileges for Mobile and other ports than Texas and plans to push Congress action or seek an injunction. It aims to align Texas with Mobile and New Orleans while opposing broader port concessions for Gulf terminals. Senator Catron's amendment to bar cattle imports from Mexico and Central America is cited as affecting this balance. The chamber seeks cooperation with New Orleans and Galveston to grant uniform restrictions across Gulf ports.

Washington July 13 The naval appropriation bill was taken up by the senate to be kept before a final vote. It raises eight capital ships next year for a total three year program of sixteen capital ships and funds 1917 at 315 836 842. The plan includes ten dreadnoughts six battle cruisers ten scout cruisers and fifty destroyers with a 74 700 peace strength and authority to recruit to 87 000 in emergency. Senator Swanson says the US must be the world s second naval power.
Four workers are dead and three injured after an explosion wrecked a Du Pont smokeless powder mill near Haskell New Jersey. The blast shook buildings seven miles away and shattered windows and crockery as telephone service to nearby areas failed.
The Mobile Weather Bureau received Washington updates on yesterday's storm in the extreme eastern Caribbean. The disturbance lies near and south of Porto Rico with intensity still unknown as of 10:30 a.m.

He reported the New York papers provided little storm news, first learning of the event in Atlanta and then Birmingham. He estimated a possible ten thousand dollar loss from rain and wind, noting the roof of his building was blown off but repairs would begin soon. He praised the lack of fatalities in Mobile and minimal damage nearby.
A 300 pound 11 foot shark killed near Matawan Creek Keyport N J is believed to be the killer blamed for two deaths the day before. Weather bureau reports indicate armed motorboats scoured the New Jersey coast as four bathers had already died in the monster’s spree.

New York daily bulletin reports 24 children died and 117 new cases of infantile paralysis in the greater city in the twenty four hours ending this morning. Since June 26, 1,557 children have been stricken and 311 have died, a mortality rate above twenty per cent.
Secretary W H H Greenwood announced a US Engineers office report on the Mobile ship channel soundings. The survey shows 26 feet or more throughout the channel and 27 feet over the outer bar, indicating deeper navigation than previously recorded.
Montgomery Alabama officials urged health departments and cities to report any cases of infantile paralysis. The request is presented as a precautionary measure by the state department issued June 13.

Miss Olive Dorothy Richard daughter of Mr and Mrs E E Richard has been admitted to practice law in Mobile county courts She appeared before Judge Williams of the probate court took oath and will apply to the supreme court and federal courts to practice there
The Central Relief Committee of Mobile states imposters and chronic beggars will be refused. Each application will be thoroughly investigated and relief given if deserving. The committee reports funds on hand of 1445.90 and promises faster, safer charity distribution.
The Mobile chamber of commerce forms two committees to study housing and employment. W. Pee chairs housing, J. Paul Wilson leads employment as the group adopts a detailed office system. A revised financial statement lists cash donations from banks and firms totaling 605.90 with several hundred dollars in miscellaneous contributions.
Weather officials warn the Tombigbee River will rise over the next four days with an estimated crest near 76 feet. In Alabama, Montgomery should fall and Selma may see a drop by tonight, while Mobile area forecast calls for clearing with mild temperatures and light winds.
