Only 694 ballots were cast by 2 PM in the school bond election, far below the last tally of 3859. Random substitutes staffed polling places, leaving ward totals uneven with only 22 percent city turnout. Ward results listed from First through Tenth, highlighting minimal participation and officer shortages.
The Interstate Commerce Commission condemns the New York New Haven and Hartford Railroad for wasteful outside management of finances and trolley interests. It says under proper conditions the company could have paid an 8 percent dividend in 1912 and built a surplus, instead reporting a deficit. The Boston and Albany agreement is deemed violative of competition law and should be cancelled. The commission urges keeping that line free from New Haven control.
Chattanooga reports the arrest of E. C. Drew, secretary and treasurer of Wills Valley Oil and Gas and DeKalb-Etowah Oil and Gas, for using the mails to defraud. Police say the case involves a sprawling oil scheme, with Drew sending glowing literature via special delivery to entice investors.
General showers in Kansas eased extreme heat across the state. In the northwest the temperature dropped from near 100 to around 60 degrees, while McPherson county saw a 40 degree fall from 110.
Thomas P. Kane acting comptroller of the currency returned from Pittsburg after closing the First Second National Bank. He blamed the merger with the Second National Bank and Lawrence Murray for impaired capital and said the bank should have been cleaned up or closed earlier. He noted Pittsburg conditions were known and the McKeesport bank planned to resume soon. A legal probe into irregularities was planned with McReynolds. Petitions were granted to appoint receivers for several American Waterworks and Guarantee Company coal and coke subsidiaries following the closure of the First Second National Bank of Pittsburgh. Postal Company officials report he had not worked for about ten days and he refused to explain the act after regaining consciousness.
August Belmont chairman of the Jockey Club, now in Europe, has insured his horse Tracery for 150000 dollars. The move follows an incident at the Ascot Cup in England when a man leaped a barrier and caused Tracery to crash to the track while leading.
Dispatches from Valencia report a rain of fire that reduced the dust outside Alcocer to ashes. Three detonations sounded nearly simultaneously as a violent storm swept over Benavites and Cuartil, with a shower of stones weighing up to two pounds.

Seattle July 9 An effort to popularize bathing as a health factor is led by the bureau of public health and hygiene. John A Kingsbury of New York told the national conference of charities and correction that 89 percent of families in non slum tenement districts lack bathing facilities. He proposed advertising as a key measure.
Secretary Daniels after inspecting the Philadelphia navy yard and marine barracks said nothing will be taken from Philadelphia. He favors an advanced naval pose on the Gulf coast but confirms Philadelphia’s continued significance. He will decide later on the proposed marine barracks costing about 150 dollars.
Chief Thoma F. Price reports 18 alarms in July with total losses of 5074.80 dollars. Fires occurred in frame buildings, brick building, freight car, automobile and trash pile. Sparks caused eight fires and seven other causes include defective flue gasoline matches trash fire and unknown causes.

Dr. A E Thayer, professor at the University of Alabama Medical School, reports Mobile city water is free from colon bacilli and remarkably pure bacteriologically. Ten tests on two samples were conducted July 7 and July 9, 1913, from Van Antwerp's store and the city lab, with five cultures per sample.

Salt Lake City July 9 The election of NEA officers is set for tomorrow. Supporters of Joseph B B Swain president of Swarthmore University claim the nominating committee favors him for head of the association. His leading opponent is President X Z Snyder of the Colorado State Normal School. St Paul and Oakland claim the committee will choose their candidate.
Paris report states William F. McCombs chairman of the Democratic national committee is recovering normally from appendicitis surgery. Surgeons note his delicate constitution requires several days of complete rest.
A violent storm swept across central Illinois causing multiple deaths and injuries. Faithful wife badly burned while rescuing her husband from a live wire. Deaths reported: David H. Frazier of Geneva, Richard Wallenberg of Bristol, and two men at Elgin. Property damage included $100,000 in Elgin, unroofed homes in Aurora, and $126,000 overall in surrounding areas.
