Radical changes eyed in New York tax plan
A city tax committee report to Mayor Gaynor proposes new levies to raise revenue without extra rent burden. It suggests taxes on unearned real estate increments, public ads, horse drawn vehicles, and autos, doubling state taxes with half to the city, and exempting churches from local improvements. The plan would add about 4 million dollars next year and 15 million by decade end, aiming to abolish personal property tax eventually.
