Keller Entitled to Increased Pay
A January report from Alabama shows the state highway commission authorized raising State Highway Engineer W. S. Keller’s salary from $3,000 to $4,000 annually on December 19, 1911. Attorney General Brickell ruled the engineer is a highway commission employee, not an official, so the pay raise did not violate the constitution. The document covers the commission from April 1911 to October 1, 1912, notes orderly records, and cites department expenses and county appropriations totaling $64, - though post October many more county requests were approved.
