Reports from London and Paris state that a general Allied conference will be held in Paris to assess political and strategic aspects of World War I. The gathering aims to coordinate efforts as German pressure continues on the western front.
Swiss reports to Overseas News Agency say Bel fort near Berlin suffered great damage from heavy German guns. About fifty houses destroyed and entire streets damaged. wealthy residents fled to Switzerland. Deaths and injuries unknown.
Wireless dispatches indicate heavy losses on both sides as Belgian forces invading German East Africa in the Lake Kivu district engage a German force. The Belgians reportedly captured trenches across the frontier and German troops later reoccupied them while fighting continues.
A severe storm sweeping southeastern Alaska for forty eight hours cost at least three lives. The fishing schooner Dillah May, bound for Prince Rupert, B C, is believed lost in the storm and fears for other crewmembers remain.

The sub committee debated whether to pay for all coal mined or on a screened coal basis, a pivotal issue in wage scale talks.
Douglas Arizona reports Don Carlos Loaiza an eastern Sonora attorney was arrested at Moctezuma and sentenced to death for plotting against the de facto Mexican government. Manuel Figueroa was executed for allegedly aiding a mutiny at Agua Prieta, a former Villa captain.
William Adams aged sixteen died from heart disease after a strenuous run at Franklin avenue and Kelly street Oakdale. He had been playing with friends delivering valentines by tossing small stones at doors and sprinting away. Coroner George H. Thomas ruled death caused by heart disease. He was beloved locally and survived by his parents and a brother.
Washington Feb 15 The administration plan to create a system of land banks was favorably reported to the senate but with radical changes by the banking and currency committee The joint proposal for a five member board was replaced by a treasury bureau called the federal farm loan bureau under a federal loan board comprising the treasury secretary and four presidential appointees New rules would allow investment of postal savings farm loan bonds and prohibit treasury deposits over six million dollars at the land banks Savings departments were dropped The plan to establish twelve sectional federal land banks remains in place
The Trans Missippi Terminal Railway Company opened new freight and passenger terminals at New Orleans cost about 4 million dollars. Governor Hall, Missouri-Pacific officials led ceremonies with B F Bush, receivers and other state and city figures in attendance. The facilities serve the Texas and Pacific, Missouri Pacific and St Louis Terminal lines.
Biloxi Mississippi February 15 Special A reception for visiting tourists is planned at the Riviera Hotel Friday night. Citizens expect several hundred members of the tourist colony to attend with an engaging musical program and speeches. Refreshments will be served. L J Driggs of Lansing Michigan bought 145 147 Benachi Avenue Biloxi for 1600 to build a modern home and spend winters there with his family.
At Dearing Georgia on February 15 Mack Born, a Black man, killed J R Culpepper, a 28 year old sawmill official, during a quarrel settlement at Born’s home. Culpepper and others had gone there to settle a dispute with an employee of Culpepper's mill. Born was shot dead minutes after. No arrests reported.
Former New Haven Railroad president Charles Mellen told a senate judiciary sub committee he has no information or papers bearing on the Brandeis nomination. Senator Walsh reported Mellen’s telegram stating he could not attend and had nothing to add. Hollis Bailey testified Brandeis and Warren’s firm faced alleged breach of trust harming beneficiaries by hundreds of thousands of dollars.
The city commission adopts an ordinance to tax all goods using municipal wharves equally. Commissioner Pillans explains the new rate schedule as a moderate revision aligned with other ports while detailing wharf investment, revenue, and the public interest.
