Old Freedom in Russia and the Czar’s Reform Vision
The essay argues that Russia has a historical freedom embodied by the czar’s paternal rule. It traces autocracy and limited democracy from Ivan the Terrible to Peter the Great, noting reforms like serfdom’s abolition and Nicholas II’s reform mood.
