The state Supreme Court ruled new counties will have their elections conducted by the state commissioners, removing old commissioners from control after the election. Lincoln County Clerk Folger had already prepared poll books, helping prevent confusion in counties with overlapping districts. Legislative candidates in multi county territories must file petitions with the Secretary of State in Cheyenne under state primary law, likely 10 days earlier than county rules, leaving about 25 days to circulate petitions.
