Disabled Soldiers Must Receive More Money
Washington argues the sundry civil bill underrates funding for the Federal Board for Vocational Education. President vetoes the bill to protect rehabilitation work for disabled soldiers, noting 4,000 already in training and 4,000 more pending. He warns reduced salaries would lose skilled staff and slow the program. The veto blocks a GOP effort seen as crippling the rehabilitation act signed June 3, 1918.
