Carron reports for Water Division No 4 Cheyenne Wyoming on the 1915 irrigation season the driest in twenty years with streams drying and August 26 1915 water for the railroad engines unavailable. 1916 shows improved headgates and ongoing need for permanent headgates. Districts 2 4 and 17 require water commissioners. over-appropriation and a new reservoir are noted. Five commissioners resigned in 4 district over two years. recommendation to address traveling expenses.
