A Wyoming board of inquiry held December 28 1916 in Kemmerer concluded that Alva Rose Horton an employee of J A Quealy Coal Co riding the NYC St L loading car on a switch engine derailed by drifting snow and coal dust near the Elkol mine caused his death. The report found no fault by crew or equipment and blamed Horton for ignoring warnings to stay off the car.
