PHIFF CLASHED WITH THE POLICE BOARD OVER DUTIES OF THE BRIDEWELL KEEPERS AT A MEETING LAST NIGHT. HE DEFENDED HIS POSITION, REFUSING TO BE CROSSED BY COMMISSIONERS AS DISCUSSION TURNED TENSE.
