Smoke Abatement Proposals From Indiana Mills Debate Ordinance
In central city areas where delicate goods may be harmed by smoke, abatements are urged while strictly manufacturing districts show less need. George T. Evans of Hoosier Flour Mills cites higher stacks planned at Phoenix plant to reduce smoke and a new boiler improving results but with coal-use costs. He argues for ordinance changes to allow smoke during cleaning and discretionary enforcement. Another mill explains difficulty preventing chimney smoke, cites mechanical stokers costing up to 5000 dollars with uncertain guarantees, and notes kitchen chimneys burning soft coal produce similar smoke levels.
