Roosevelt directives guide opening session in Recorder Wright's office as officials announce a push to resume mining in the anthracite region. Officials report twenty two additional collieries put to work and daily output near one hundred thousand tons yesterday across the district.
The Roosevelt administration forms a strike arbitration commission with Judge Gray as chairman. Members including E E Clark Bishop Spalding and General Wilson meet at the White House to discuss duties. Two assistants Mosely and Neill named to aid Recorder Wright as sessions begin.
Twenty two more mines in the anthracite region operated daily as output nears 100000 tons while yesterday’s total did not exceed 75000. About 145000 workers exist in the industry with 2000 at work today. Delaware Lackawanna and Western leads in production due to well condition mines and smoother relations. Some operators plan full restart next week with old crews, while Lehigh region tensions are easing and inspectors guard safety before any restart.

Harrisburg dispatch reports Governor Stone issued orders to Major General Miller directing withdrawal of state troops from the anthracite coal regions. Time and method unspecified, but authorities plan to recall most or all troops before election day to avoid appointing regional commissions and special ballots for soldiers in the field.
New York coal dealers in the retail association set $15 a ton as the anthracite price but must accept President Baer’s circular and reduce to about 36.75. Supplies from outside points remain unsold amid the strike and some dealers have cut prices to $10 to $12 a ton to limit losses.
In Shamokin Pennsylvania on October 4 thirty thousand tons of coal were shipped to Philadelphia and New York markets. Three thousand more men returned to work while a few nonunion workers resigned. The encamped Tenth Regiment expects a recall soon amid peaceful conditions prevailing.
New York court hears Emma Miller testify she sold the bottle holder with the poison package but says Molineux was not the buyer. A handwriting expert links letters to the defendant, while Miller admits demanding $18 for testimony. The session notes many women in court seeking seats as the defense questions purchase identification.

Representative Charles B. Landis electrified Anderson with a speech after Senator Hanna’s departure. Governor Durbin introduced Hanna and praised Landis’s oratory, while former associate Charles L. Henry added to the crowd’s eagerness. Landis argued for maintaining Republican control of Democratic state management and derided the “off years” tale as he urged the party’s continued leadership.
Republican candidate Charles B. Landis addressed a Music Hall audience in Crawfordsville Indiana. He urged steady support to maintain prosperous times and praised state administration. Local Republicans escorted him from Morton Club to the hall amid enthusiastic cheers. Statesman planned appearances in New Ross Wingate and Waveland over upcoming nights.
In Muncie Indiana Delaware county Republicans rally after Hanna meeting. Charles W Miller candidate for attorney general delivers a logical case for Republican rule praising labor and denouncing tariff for revenue only. Gurley Brewer joins and adjoins with Cromer and Leffler at a crowded courthouse rally.
Representative James E. Watson cancels all engagements for the week due to his young daughter's serious illness. A specialist was called from Indianapolis as doctors express little hope for recovery. Watson planned speeches in Lewisville, South Bend, New Palestine, and Greenfield, and a Hanna itinerary appearance, but will remain beside his child. J Frank Hanly spoke in Warsaw, addressing finances and trade with Porto Rico and other possessions, praising open markets and ending with a tribute to President McKinley.
Elletsville hosts one of the largest Republican gatherings of the campaign at the opera house. John T. Ellis of Anderson delivers a long speech as the crowd packs the venue, with local band serenading. Voters and many farmers attend. apathy gives way to active, aggressive campaigning.
In Bedford Daniel E. Storms Republican secretary of state candidate spoke at the courthouse to a large audience including many women. His speech urged prosperity under Republican rule and drew frequent applause. In Lapel E. E. Hendee senator candidate and Charles Henry of Anderson addressed a large Madison county crowd with Hendee energizing the audience and Henry arguing for stability.
In Washington Indiana on October 24 L S Baldwin of Noblesville spoke to a large crowd of farmers at a street corner meeting after the special carrying Senator Hanna and party left the city. The audience gave close attention for over an hour and the speech was believed to do much good.
Havana reports a death rate of 17.46 per thousand for September. Dr Finlay, head of the sanitation department, notes that September closes a full year without a yellow fever originating in the city, an event remembered by the oldest residents.
Eastbound Northern Pacific train No 2 was halted near Drummond Montana. Engineer Dan ONeill, longest-serving on the road, was killed as a lone bandit robbed the express and mail cars and blew open the express safe. Bloodhounds hunt the culprit. a $5000 reward is offered.
Colonel Shaler, superintendent of the isthmus, met with Colombia cruiser representatives and Panama Railroad Company officials. Reports say conferences with General Perdomo and Governor Salazar were pleasant and an understanding has been reached, placing the railroad company and the government on good terms.
A letter found confirms Rufus Cantrell’s claim of traveling to Louisville to rob graves for college dissection. He carried introductions from Indianapolis doctors to Dr. Edward L. David, registrar at the University of Louisville, who recalled Cantrell as ready for any work but noted Kentucky supplied bodies and that Cantrell later went to Indianapolis with Dr. David’s help.
United States Circuit Court in New York hears a suit by Levi Blumenstein & Co. against ex-collector George R. Bidwell over $2,028.49 paid under protest on cigars from Porto Rico. Complainants challenge the duty as unconstitutional under the clause admitting only duty free goods not from foreign ports. Case may be appealed to the U S Supreme Court after verdict.
Cheyenne Wyoming October 4 Tom Horn famed scout and cattle detective found guilty of murder in the first degree for the Nickell boy killing near the Iron Mountain country on July 18 1901. Prosecution says Horn killed Willie Nickell to frighten his father and drive him from the country. Strongest evidence his confession made to Deputy Sheriff Jose LaFors later denied as bragging. Horn served with the American army in Cuba in charge of a pack train.
Arthur Spencer, jailed for fifteen years for burglary, killed himself in Maryland penitentiary by hanging from his cell bedspread. Known nationwide as a wild animal trainer, his marriage to a Cincinnati woman ended after she learned he had mixed race heritage. He left a note to the warden saying the suicide was caused by his wife’s infidelity.
Superintendent Horn reports a night robbery on Train No. 2 near Bermuth Montana with baggage car 239 blown up and a fatal shot to Engineer ONeill. Mail car robbed of registered mail. baggage and express moved to box car at Drummond en route to Butte. Bloodhounds will track the culprit as a single man claims he is the man who held up a Southern Pacific train near Portland last year. A $5,000 reward is posted for the robber dead or alive with $2,500 for a single participant if two, and $5,000 for all capturing more than one.
Commercio in Managua publishes a London received document dated Sept 21, said to be the text of a secret pact signed in Bogota on Jan 18 between Colombian and Chilean ministers. The agreement allegedly grants perpetual free transit for Chilean war material across the Isthmus of Panama, stirring Conservative circles in Panama. The Chilean cruiser Presidente Pinto, then in Panama harbor, is noted as possibly changing its flag to Colombia.
Pittsburg officials of the American Tin Plate Company and a conference committee of the Amalgamated Association adopted an agreement allowing bidding on Standard Oil tin plate orders. Workers offer a 3 percent wage deduction, to be placed in a fund to rebatedly cover costs, with 2 percent of manufacture costs returned to the company for rebates. The plan lasts with current wage terms and would extend to all manufacturers.
Senator Hanna concludes a two day Indiana tour with a massive rally in South Bend at the Auditorium. He spoke in Anderson Muncie Red key Portland Dunkirk Hartford City Bunker Hill Marion Logansport and South Bend to eager crowds estimated up to 15 000 at Muncie and Marion. He urged Republicans to elect Congressmen and support Roosevelt and McKinley’s policies, praising Senator Fairbanks. A train delay due to a track accident near Redkey did not curb the reception, as Indiana voters showed strong enthusiasm for Hanna.
