Manila July 1 General Chaffee has sent a letter to the board of inquiry into Major Cornelius Gardener governor of Tayabas in Luzon. He says Gardener abandoned a charge that higher army officers were hostile to civil government, a move that could injure reputations whether true or false. The board demands Gardener produce witnesses and he plans to answer later. Gardener's counsel may refuse to supply witnesses. He says Gardener's report to Civil Governor Taft was confidential and witnesses would be produced only if court martialed. Gardener testified he kept names of witnesses in Lucena for fear of the recorder's attitude and cross examination continues.
