Captain Porter and his men faced extreme hunger during a march on Samar Island. They had rations for five days but went two weeks without food while reaching camp on the coast. Ten men were rescued in delirious condition, two of them barking like dogs while in trees.
General Chaffee arrived back in Manila reporting satisfactory conditions except Samar where two months of heavy rain hindered the campaign. Captain Porter and 26 marines reached Samar’s coast after two weeks with 10 missing. The relief party, led by Williams, braved torrential rain to locate the men, who appeared delirious and famished.
In Manila on January 2 3 Major Lot and three Filipinos surrendered to Major Anderson of the Sixth Cavalry at Lipa Batangas bringing ten rifles three revolvers and twenty four bolos. Lieutenant W K Larnes killed two insurgents and captured a captain and two soldiers during a minor engagement. Insurgents and renegades attacked police at Alangulang and Leyte where the natives escorted impostors to head- quarters. The Batangas defense held with heavier insurgent numbers sustaining casualties on both sides.
In Washington on January 25 General Wheaton’s career is reviewed by Secretary Root during a Cabinet meeting. Root reads a private letter from General Chaffee denying friction between military and civil authorities in the Philippines and praising the overall situation. Senate discussion centers on Wheaton’s service and ascent to major general, while Postmaster General Payne outlines new rules to weed out publications from second class mail privileges amid opposition but progress. War Department plans no action on Wheaton’s statements as the Manila dispatch is examined for misinterpretation.
A department finds General Wheaton did not criticise the United States Senate or its committees. The misimpression arose from a dispatch that attributed such criticisms to other persons, not to Wheaton, prompting clarification within the department.
In Manila on January 28 the Senate minority tariff report drew general public and private criticism though many statements were admitted as correct. General Wheaton disagreed with Professor Schurman’s Boston remarks while praising the professor personally. The text also notes a reference to sedition after remarks attributed to the professor in Boston.
General Fred Funston arrived in Kansas City from San Francisco for a medical check on a wound causing recent trouble. He may need another operation in two or three days, and plans to visit his parents in Iola before returning West for a Manila-bound transport in February. He stated he feels well and noted the Washington investigation into the killing of two Filipinos is a threshing of General Metcalf.

Chicago January 28 The body of Dr Harry J Zeigler who killed his wife then died at the Walton Hotel Monday was refused burial as an army soldier by the adjutant general’s office It will be turned over to county officials for a pauper burial unless a second message is received from the dead man’s father The coroner’s jury found Zeigler shot his wife and then killed himself Chemists found no traces of poison in milk and beer from the room
A blaze at the O Neill building corner Seventh and Washington in St Louis drives 230 Lindell Hotel guests into the sleet night. Mothers with infants stumble through smoke while clerks haul valuables to safety as firemen combat flames leaping across the structure. Eight lives lost and property damage about 55,000 from smoke and water.
Eight Italians burned to death with three fatally hurt and three more seriously injured when a four story Italian tenement on Fleet street North End burned just before 2 am. Dozens escaped by jumping from windows as flames swept the building at No 6 Fleet street.
Tokyo report to the Daily Express says over 200 soldiers have perished from freezing in northern Japan. The casualty toll is described as widespread and occurred amid severe winter conditions impacting troops stationed there.
No crew found for the Southern Railroad highwaymen who robbed a Branchville North Carolina area train last night. Governor McSweeney offers a $100 reward for arrest and $750 is posted for murder suspect. Local safe contents were minimal and the through safe dumped into the Edisto river, unopened. A large chase with a Charleston sheriff posse follows through swampy terrain.
A Sofia telegram says brigands want Miss Ellen Stone freed on Turkish soil with neutral escort, while Turkey requires notice of passage time and place. In Washington the State Department reports no release yet, citing brigands’ distrust of Turkish authorities and unresolved ransom.
The scale reported miners convention adopts the committee report with resolutions on behalf of the anthracite miners adopted unanimously.
The United Mine Workers discussed a 10 percent run of mine wage increase, a 7 cent differential between pick and machine mining, and uniform pay for outside laborers. Havana January 28 Inspector Gregory continued testimony in the Cuban postal frauds trial noting discrepancies in Neely Rathbone accounts. He cited 957184 surcharged stamps on hand May 2 1899 and a 3504 stamps shortfall since Sept 11 189, plus uncharged cash sales and missing receipts. Cross examinations challenged data reliability and voucher handling.
About 142 inmates at the United States jail in South Malister mounted an unsuccessful escape last night. Two prisoners were shot in the legs by guards, while a guard and assistants fought off others. Accused men Nicholas Wootridge and Charles Carter were wounded. the breakout was thwarted after the jailer intervened as inmates assaulted walls and attackers.
