General Miles will sail for the Philippines within weeks to inspect army conditions there with presidential assent. Secretaries Cortelyou and MacArthur outline joint army and navy maneuvers planned in New London district, six days of hostilities, fifteen warships to silence nine forts, and military preparations.
Major General MacArthur released the maneuvers rules detailing two phases from Aug 29 to Sept 1. The plan envisions a hostile fleet striking Long Island Sound to seize a naval base while land forces are unready. Umpires, observers, and a five officer board will arbitrate. Forts Rodman through Gardner's Point defend the coast as about fifteen ships attack, with mines and signals tested and no shore contact except by flag of truce.

Nearby in Clay County a man named Sparks was found shot near Burning Springs. Sparks had previously been charged with Squire McDaniel’s murder and was acquitted, fueling suspicions of revenge.
In Nacogdoches Texas on August 25 fifteen people including women and children were wounded at Bering's Mill during a negro dance. A drunken man fired a revolver, was overpowered, then returned with a shotgun and fired on those nearby. He was stopped by a bullet to the abdomen and may die.
Unofficial notice reports Brigham Young president of the Quorum of Twelve Apostles of the Mormon Church undergoing surgery for dropsy and in critical condition during a health trip through Jackson Hole and Teton basin country Idaho.
August Scheuch, 56, a special policeman for Lehigh Valley Coal, was assaulted and stabbed while trying to rescue his nonunion son from 300 strikers at No 40 colliery. He suffered stab wounds to the breast and hips, a head blow, and abdominal kicks but injuries are not serious. Warrants sworn for many rioters amid resumption efforts and a Bellows ward watch.
Pottsville Pa August 25 George Wheatly an outside foreman at the Brookside colliery of the Philadelphia and Reading Coal and Iron Company is under $1 000 bail charged with shooting George Seaver nineteen of Tower City The foreman says he was followed by a crowd of strikers and sympathizers who jeered him and he fired into the crowd striking Seaver in the leg Wheatly has been a mine boss for years
Shenandoah Pa August 25 the Mahanoy township school board removed six of its oldest teachers citing that family ties to nonunion mine workers disqualify them from appointments. The action follows broader strike tensions as General Gobin reports no settlement signs and coal operators continue discussions with miners.
In Tamaqua Panther Valley patrols mount to deter nonunion work. Lehigh Coal and Navigation Co plans to cut coal once enough men are secured. A dozen strikers are alleged to have restrained a nonunion man, many arrestees being foreigners. In Scranton, Frank Decker faces $2000 bond for shooting at Edgerton colliery. witnesses tie the act to a striker motive and Decker’s shotgun corroborates Crossman’s account.
A three man committee from Hazleton's People's Alliance met at J P Morgan & Co but left without speaking to any official. Coal prices remain steady with retailers selling coal for 10 a ton, some wholesale at 11.50 and retail up to 12.50. N W Anthony of North American Coal asks Miners Union chief to warn followers against interfering with washery work on the 21st, unlikely to issue.
Huntington W Va Aug 5 Work paused on lock No 2 Big Sandy River leaving 600 men idle due to cement shortages caused by the anthracite coal strike. Cement plants have largely shut down cutting supply.
At the Binghamton New York State assembly Spanish war veterans formed a committee to seek civil service preference parity with Civil War veterans. Delegates were instructed to push an amalgamation of Spanish war veterans groups nationwide. A memorial tablet will be placed at Bedler’s Island New York harbor for Captain Alexander Wetherell USN, a veteran of both Civil and Spanish American wars killed at San Juan Hill, with President Roosevelt expected to attend the dedication next spring.

In a second item Frederick Dorr and Edward O Brien of Freedom are jailed in Manila for sedition and publishing an article. six months in Bilibid and a $1 fine each. cases appealed to the islands Supreme Court.
In Buffalo New York at about 1145 tonight Policeman Orville Shickler guarding three prisoners in a patrol wagon was shot in the head by one of the escapees. All three prisoners fled and are believed to have boarded a Lake Shore train leaving the city. Shickler Eckler's condition is reported as critical.
A woman around sixty leaped from the Eads Bridge into the Mississippi River in St. Louis tonight, marking the first known case of a woman taking her own life from the bridge. Police described her as unknown to them, and no identification was reported.
