Washington July 10 Dispatches from President Schurman of the Philippine commission describe his southern island tour as gratifying with broad acceptances of American sovereignty south of Luzon. He aims for San Francisco around August 15 and the state department credits the commission with clarifying U S purposes to Filipinos, weakening the insurrection’s resolve.
A special nine coach train carrying teachers to a National Education Association meeting crashed into a freight train near Newman in Stanislaus County. Three women died and 13 were injured, most with minor injuries. The impact occurred at 40 miles per hour as the freight train water'd on the main track and burned several cars.
The Baltimore and Ohio Southwestern railroad was sold at 12:30 Monday. E R Bacon led the bid for the reorganization committe with parcel bids totaling 2 000 000 for Ohio 1 000 000 for Indiana and 500 000 for Springfield Ill the entire road bid 3 510 000 and Bacon added 351 000 ten percent. The road will operate independently under B and O control with conditions on deposits and payment.
Washington July 10 The Citizens National Bank of Niles Michigan was closed Saturday by National Bank Examiner Joseph Selden, named temporary receiver by the currency controller. Poor loan performance triggered a capital assessment and stockholders’ failure to meet it led to appointment of the receiver. Loans and discounts totaled 169,509 dollars with a 10,000 dollar surplus and 50,000 dollar capital.
At 9 30 p m Monday John T Carlisle shot Prof Wm Lipscomb president of Central high school in the First Christian church during a protracted meeting. Lipscomb died about 10 45 p m Carlisle, former high school janitor, was jailed without speaking. Carlisle blamed Lipscomb for his failed reappointment. Lipscomb, Nashville born, came to Dallas four years ago. Carlisle is Kentucky born and a cousin of ex Secretary Carlisle.
In Natchez, Martin county, a wagon wheel crushed the son of Jackson Ballard as Salmon brothers hauled lumber. The boy, whose name is not given, died almost instantly when the team moved forward after stopping. Local authorities investigated the incident.
Checks totaling 218 750 dollars were mailed to preferred stockholders of the Pressed Steel Car Co for the second dividend of 18 percent on 12 5 million dollars. The dividend is payable July 10 and the books will be reopened for transfer on that date.
Belgrade and surrounding department are under martial law as police complete inquiries into the recent attempt on former King Milan's life. Officials report tightened security and curbs while investigations continue.
Nearly 2,000 delegates have arrived in Los Angeles for the National Educational Association gathering with 20 special trains expected to bring several thousand more. The National Council of Education opens Saturday and will run for three days.

Knoxville Tennessee July 11 A recruiting station for the 31st volunteer regiment was opened here Monday morning. Many will join from this region.
Gallipolis fire destroyed James Billup's meat market Charles Roseman's grocery Perry Coverston's repair shop John Houk's saloon and damaged William Short's saloon with estimated losses around $7000. Fire department crews contained the blaze by nightfall.
Governor Sayers and assistants spent the day aiding flood sufferers along the Brazos river bottoms. Reports from Velasco say 22 feet of water. Hearne asks for aid as property is ruined and residents are starved and homeless. Bellville reports 1200 people north of Mills creek and 1000 in creeks needing help. relief stations are set up. Sayers warns against belittling damage and notes potential large numbers of sufferers.
Paris rumors allege M Lebon, minister responsible for the Spiets affair, will be prosecuted following disclosures of cruelty toward Dreyfus at Devil's Island. Bertillon remains head of the anthropometric department after being stripped of duties. Baron Baulay is pardoned. Loubet’s pardon for Baron Christiani is rejected by the cabinet.
New York reports the Kaiser Wilhelm der Grosse arrived Cherbourg at 2 45 p m Monday after 5 days 20 hours 55 minutes at sea covering 3190 miles from Sandy Hook. The ship’s average speed was 22 62 knots surpassing its prior best of 22 56 knots with daily logs reading 492 to 539 miles in mixed conditions.
Deputy Marshal Galloway reports a woman or a person in women's clothing visited Farl Fields in Cherokee county to claim a dead man lay in the road. H. C. Lowry’s body was found. the woman fled. Lowry, a former government revenue man, is believed lured from home and murdered by a waiting moonshiner for revenge.
At Angels Camp California on July 11 an explosion of giant powder in the Melones mine killed Nicholas May instantly and left three miners buried alive. The bodies have not been recovered.
San Francisco July 11 The Glen park group who offered 40000 for the Jeffries Sharkey bout have raised their bid to 60000 They plan to stage the fight outdoors and charge a general admission of 1 dollar with the rest to organizers and fighters.
