Indianapolis February 3. The joint committee met all day without accord. A sub committee was formed to study miners and operators demands and report when an agreement is reached. Most expect miners to soften none of their demands while operators may concede more. MITCHELL aims to return to Philadelphia as strike commission talks continue.
In Waterbury Connecticut strikers attacked non union motormen and conductors. Several injured, one in serious condition, taken to hospital. A mob of hundreds pelted riders as they sought care. police and National Guard units were deployed after the superintendent called for protection. Governor Chamberlain cited need to preserve law and order amid violence.
In Kansas City on February 3, Judge EF lison of the court of appeals ruled that city workers have no right to sell their salaries until warrants are issued and cash paid. The ruling came in a case where a local loan agency bought an employee’s unearned water department salary at a large discount. The city auditor had refused payment. the loan company sued and lost at the appellate level.
Secretary Root sent the House an abstract of state adjutant general returns showing militia strength nationwide. Officers total 8,921 and enlisted men 109,338, with 10,853,396 persons available for duty across the United States.
Assistant Postmaster General Shallenberger awarded about 3,506 contracts for star route mail service across Ohio, Indiana, Illinois, Wisconsin, Michigan, Minnesota, Iowa and Missouri. The four year contracts start July 1, and for the first time in these states contractors must live on their routes.
Ogden Utah Feb 3 Two girls serving sentences for general indiscretion confessed to Superintendent Allison that they set fire to the dormitories of the state industrial school Sunday night as part of a plot for a general escape. Two are held in solitary confinement pending further investigation.
Cheyenne Wyoming February 3 nine Union Pacific trainmen who operated between Cheyenne and Sidney Nebraska are in custody charged with theft of goods in transit. Authorities allege several thousand dollars in property has been stolen during the past two months.
Havana February 3. Senate committee on foreign relations told President Palma they will report on the reciprocity treaty next Wednesday. They forecast a brief debate on ratification.
Salem Oregon February 3 senate passed a bill prohibiting circulation of papers built mainly from criminal news or reports on deeds of men convicted of crime in this state.
Washington government figures show January 1903 receipts totaling 45,996,337 and expenditures 42,632,243, producing a monthly surplus of 3,364,099.
The Official Gazette in Dublin on February 3 announced revocation of last year’s proclamation that placed 13 Irish districts under the Crimes act and kept summary jurisdiction by magistrates.

Russian miner Sobrilefsko, a veteran worker at Plymouth and Larksville mines, was killed on a public highway near the Boston mine breaker after a dance party. Twenty one men, all miners or laborers, were implicated. Powell Ladofski confessed and with twenty others was jailed in Luzerne County Prison.

The Week's Business Failures notes 235 U S failures for the week ending January 29, down from 253 the previous week. Comparisons show 303 in the like week of 1902, 238 in 1901, and 171 in 1900, with Canada totaling 30 failures, up from 22.

Cablegram from Guatemala City states Godfrey Hunter Jr was indicted for the murder of William Fitzgerald of Grand Rapids. The trial heard 36 witnesses who testified to a conspiracy against Hunter. William Hunter said his father and brother would return to the United States soon.

Four men suspected of blowing safes with nitro glycerin in the state were captured near Monroe. Two were seized after a daylight gun battle on the streets, and the other two were caught later that day. No injuries were reported.
