In Brooklyn on Monday Frank Henry Burness a ship's cook confessed to shooting Capt. George B. Townsend of the lumber schooner Charles Buckley on November 10 stating he killed the captain deliberately and held a prior record of three other killings. The trial was continued.
The World’s Fair management announced that the Cascades and Cascade gardens the terrace of state and the restaurant pavilions on Art Hill will be lighted in colors. Only one color will be shown at a time with white as one option and two other colors to be chosen after experiments. The color change point will be imperceptible to spectators.
London reports show increased alarm over far east affairs with fear of an unforeseen incident that could trigger a clash. The mood remains that Russia and Japan wish to avoid war despite tensions. Paris specials say France and Britain press St Petersburg and Tokio to prevent a rupture.
In Cincinnati the first legal move to test union authority to discipline dues arrears was filed. The Contractors and Master Plumbers associations seek injunctive relief to restrain the Plumbers union from striking or disciplining in such cases. The Central Trades Council meets to back the plumbers and building trades council, insisting they cannot be enjoined despite disputes with employers. Strikers fear benefit funds, but national bodies promise funding.
In Dayton Ohio December 19 three girls were badly hurt and a dozen injured when a basement blaze at the Canby building on South Main Street sent dense smoke up the elevator shaft. Panicked workers at Miss Levisson dressmaking leaped to the roof then through a skylight into Kirby’s store. Some jumped to the Elks building roof and escaped with minor bruises. Miss Levisson and Minnie Troxell of Miamisburg were seriously injured. Lottie Armstrong Laura Klump and Viola Weckesser are among the injured. Troxell may not recover. Ellis Reeder and others were hospitalized with serious injuries.
In Binghamton New York on December 22 aero D. Tate of the United Mine Workers sues for damages amounting to 200000 for services in settling the recent coal strike. A motion for an open commission to orally examine Thomas D. Nicholls president District No 1 UMWA at Scranton Pa was argued before Justice George F. Lyon. The case was adjourned until Tuesday. If granted the commission will depart for Scranton to examine Nicholls.
Steubenville reports Barney Congleton fatally burned by railroad crew in Burgettstown while seeking work. He was shoved into a blazing fire by one man, then tripped and fell again as flames consumed his clothes. No arrests have been made. witnesses say the men were drunk and quarrelsome.
Columbus Ohio December 19 governor Nash instructed the attorney general to work with Summit County prosecuting attorney to determine facts of the Ruhlin Gheen prize fight. If any law was broken the governor will see that guilty parties including principals spectators are prosecuted.
The failed Willoughby National Bank in Cleveland reports liabilities of 419,644 and assets of 566,832. The bank's attorney says with care all assets can realize full value, noting 351,000 of the assets are tied to R. C. Penfield interests and deemed good.
In Cincinnati on December 18 a fault in the air brake allegedly released causing a 9 o clock CAR bound for Lawrenceburg on the C L A traction line to roll downhill and collide with an approaching car near the North Bend power house. Both cars were wrecked with numerous injuries. Motorman William Kretz suffered the worst, hurled into a ditch but survived against odds.
Hon C S Rannel ls, a longtime legislator from the Hocking Vinton district and Civil War veteran born in Cambridge 1844, died recently. Funeral services were held Thursday at the Presbyterian church under the auspices of the G A R. He practiced medicine in Zaleski and served as surgeon at Sandusky Soldiers' Home.
Secretary Shaw has transmitted to Congress his estimates for the deficiency appropriation bill. The total estimates amount to 8 25,801.22 with items from the State Department 199,483 Treasury 3,067,306 Navy 3,019,201 Interior 592,978 Justice 171,340 and Postal Service 732,727 payable from postal revenues.
New York December 21 Senator Marcus A Hanna remained in his Waldorf Astoria room after missing a Civic Federation banquet due to a severe cold. Doctor Calvin Adams said the illness was not serious and advised rest indoors.
Hamilton December 21 police and firemen have not been paid for three months due to depleted city funds. The board of public safety arranged special funding to pay officers and firefighters before Christmas.
The secretary of the treasury announces the refunding of United States 3 percent bonds funded loan 1908 1918 and 4 percent bonds funded loan 1907 begun under the September 23 circular will end after December 31. Bonds intended for refunding must reach the treasury department by December 31.
In Cleveland on December 21 a collision near New Salisbury Ohio between a double header freight train and a light engine led to the death of H. H. Robey of Wellsville, who was thrown from a car. Five other trainmen were slightly injured.
Asheville North Carolina December 22 Charles A Nelms held in jail there on charges of complicity in the Pineville Kentucky murder of Alice Lamb and named by a fellow prisoner as one of the abductors of millionaire Wentz he denies knowledge of the Wentz case.
Congressman John S. Williams of Mississippi, the Democratic leader of the U S House, was the principal speaker at the Massachusetts Free Trade League annual dinner in Boston on Monday night.

William Aurand of Webbs Summit Hocking County Ohio was found dead near his home. He had been shot and bled to death after being laid out during the night. Money remained on his clothes, indicating he was not robbed. His leg was nearly shot off at the knee.
Dayton, Dec 18. Richard Mose suffered stomach trouble and followed friends advice to drink alcohol and water. He mistakenly took wood alcohol, but is expected to recover.
After a prolonged meeting the Machinists' union decided to accept the wage reductions imposed by city machine shop operatives. The cuts range from 5 to 15 percent and affect about 400 employees in Youngstown Ohio.
Cleveland, Dec 19. The Cleveland Trust Co has purchased the business and good will of the Central Trust Co. Terms of consolidation remain undisclosed. The merged bank now serves 34,000 depositors with 18 million dollars in deposits.

Portsmouth Ohio reports Levi Austin was found guilty of murder in the first degree on Friday afternoon. The jury recommended mercy. Austin had killed Harry Horning, a fellow boarder, last August in a disputed quarrel over a perceived wrong.
