Police dept to negotiate contracts without OCSEA
Police department personnel withdraw from OCSEA to negotiate directly with the city. Spokesman Ptl. Frederick Bougher cites harmonious relations and budget concerns as reasons, noting labor attorney Herman Rabe will not be retained and that lieutenants and sergeants should be included in negotiations.
