Kentucky Floods Hit Appalachia as Death Toll Rises
Gov Beshear said flood damage and more heavy rain hinder recovery in eight eastern Kentucky counties where 28 people are dead and 37 remain unaccounted. FEMA says about 400 people rescued by National Guard. 12 shelters house 388. Bridges down and water systems offline complicate aid. A 17 year old girl swam to safety with her dog after floods inundated Whitesburg.
