Fearful riots erupt in Belfast Ireland as a new postal treaty with France is announced. A Baltimore bank robbery shocks observers while the Chicago grain market crashes. New York reports no more yellow fever cases. A prisoner is hanged by a mob at Olney Illinois. Greeley returns to Chappaqua and a large Grant meeting occurs in Cleveland.
A Belfast dispatch reports rioters aim at plunder with troops en route and limited rail conveyance. Authorities vow extreme measures as several houses are attacked, though later reports say the city is quieter with four magistrates governing amid renewed mob activity.
The Belfast disturbances persisted through August 21 with clashes between rioters and special constables. Troops with loaded muskets and fixed bayonets patrolled as military reinforcements arrived to quell the unrest. In Londonderry excitement rose over the expected return of William Johnson, head of the Orange order in Canada, prompting precautionary measures.
Paris reports Minister Washburne met with Thiers at Tronville to press the proposed postal treaty with the United States. Thiers appears favorable, with Shenandoah officers to be hosted by French navy leaders in Tronville. The frigate lays off the port as a reciprocal reception is planned.
The annual meeting of the Grand Lodge of I. C. C. F. for New York held yesterday saw Grand Master E. S. Ralphs open the session and confer lodge degrees on 150 members. Officers for the year were appointed, and reports show a 5200 member increase. Major J. M. Bundy acquired an interest in the Evening Mail from Robert Johnston. Greeley left for his farm at Chappaqua, and Dr Howard, released by Spain, arrived and stayed at the Astor House.
The Duke of Saxe visits Brevoort House ahead of a 25 day U S tour with Prince Phillippe. Maria the tenor plans a U S visit. Dr Howard plans damages claims against Spain. Ex-Senator Morgan and others decline governorship bids. Robertson emerging strong. Margaret Cosgrove dies after husband Philip Cosgrove questioned. eight and a half percent dividend paid by Croton Bank. Bordeaux New York steamer line announced. Nada first ship, no yellow fever cases or deaths recently.
The Postmaster General has chosen the new postal card design by the National Bank Note Company and invites proposals to furnish them with bids opening in four weeks. The department will not display a sample until proposals are invited. A Northbound leave of absence for Comptroller Knox leads Deputy Longworthy to act.
Baltimore reports details on the Third National Bank theft with loss estimates from 200000 to 250000 in cash stocks and securities. At 3 PM last Saturday the bank closed and tellers deposited 60000 in notes and 20000 in receipts, while 7700 in cash and 18500 in bonds were added to the vault.
A vault burglary leaves three safes opened and six figures in bills, bonds and stocks missing. Burglar tools and eaten meals imply a well-planned theft. The heist totaled about 237000 with further recoveries uncertain and no detective findings yet.
Memphis August 21 Col F G Rockett longtime Press of Tennessee editor and four year political editor of the Daily Ledger died here last night.
Philadelphia reports a scheduled bout between Mace and O Baldwin set for Thursday at a distant, undisclosed site as backers meet at Girard House and seek to avoid authorities. Separately the Cincinnati packers sue the steamer Wildwood and owners for damages totaling 1,085.68 from a collision with Fleetwood.
Dozens of policemen halted a work party at Wadestreet crossing to prevent pavement damage beyond authorized limits. Mayor Davis was absent, not in the vicinity for a week, and not in the area during the action.
Officer Sullivan detained Charles Birard at Eighth and Walnut after a robbery alleged by W C Rickert of Andes Insurance Company. Birard carried burglary tools. trunk yielded odd coins toilet boxes and linen collars marked Chas Harper. He is reputed to be an old offender.
The Band of Hope, a temperance group of children from Mound Street Baptist Church, presented an evening of prayer speeches recitations and singing at the Court Street Colored High School hall. Credit goes to Mrs. Tolbert Rev J H Megee and professors Guinn Hubbert Monroe and Graham for organizing the pleasant entertainment and promoting temperance.
In police court Judge Carter sentences Wm. Brown to thirty days in the Workhouse for drunkenness and disorderly conduct. Barney Logan pays a five dollar fine for assault on a boy named Fred Heisel after bread was thrown. John Battel is fined ten dollars for striking a private watchman Dennis O Dowd. Others face bail forfeiture or discharge as Bast and associates are charged with cutting to kill. Knowles’ hotel theft case delayed. Simon Miller is discharged after Schwebel’s injuries fail to prove a case.
Maine dispatch reports Secretary Robeson set to speak to Republicans in Portland on Thursday night. Frederick Douglass will address a meeting soon, and Mayor James Haggerty will speak to Democrats this evening.
Massachusetts dispatch reports Hon. Charles Sumner and Gen. N P Banks arriving in Boston forenoon yesterday and visiting the Liberal Republican headquarters during the day.
In Grand Haven on August 21 the straight-out Democrats of Michigan's Fifth Congressional District nominated Col. William M. Ferry for Congress and chose delegates to the Louisville Convention.

Springfield notes a 150 person mob dragged and hanged Jefferson White after a jail breakout. Circleville recalls Rev G M Jenks shooting himself amid low spirits. Drs Mores report delegates arriving for the Republican State Convention in Davenport. Aylett R Colton renominated on the first ballot in DeWitt Republican gathering.

Washburne met Thiers in Tronville yesterday and urged concluding the postal treaty between France and America. The Shenandoah is anchored off Tronville. A reception will be hosted by French navy officers for the visiting Americans.

Lard bacon and pork prices hold firm in Chicago while whisky and molasses show weak demand. Liverpool and London futures trim prices on wheat and pork with minor shifts in lard and tallow.
