Radical Departure in Chicago Rules Meeting
A radical departure from the accepted basis of representation in national conventions was proposed at a Chicago meeting of the rules committee with Colonel Roosevelt's approval. It suggests one delegate from each district and an additional delegate for every ten thousand votes cast for the National Progression ticket, replacing the current system of one delegate per district and one per senator. The committee was in session late Monday with no final action, but the proposal has favored support to curb weak representation in strong and weak states.
