Campbell Denounces Foraker Ballot Box Charge in Germantown
In a Germantown speech on October 8 1889 James Campbell rebutted attacks over a ballot box bill. He accused Governor Foraker and George B Topp of using the box as political theater while denying any personal financial stake. Campbell pledged further disclosures and promised a large Cincinnati speech to present evidence against alleged board corruption.

In yesterday’s paper I announced that original documents are in my possession for the Ballot-Box bill matter. Testimony shows that most signatures, including Mr. Campbell’s, are traced from detached signatures and are forged. The author’s signature appears fraudulent. the late proof remains inconclusive.
