Congress Plans Water Power Development in U S

A comprehensive program to develop water power in the United States gains momentum in Congress with bipartisan support. A bill before the House would authorize private investment to build power plants on navigable streams and public lands, with a future government takeover option after a fifty year license and determined compensation. The plan faces objections to government ownership and broad authority for the three department heads, while a civilian commission could be formed to share power. Canadian experience with public power is cited as a model for lower rates and wider development.
