Former German emperor William Hohenzollern has refused to depart Holland despite official representations that his continued presence could involve the country in difficulties. The Tolegraf notes his free departure would please the Dutch government.
Washington reports the United States Shipping Board recommends completing the merchant marine construction plan as it stands, with modifications for peace and further expansion. The emergency fleet corporation shows vast wartime assets including 455 new ships and 80 steel tankers while outlining contracts for thousands more ships and vessels across steel, wood, and composite hulls.
A Hamburg formed eight member pallore council threatens to detain or sink ships if its demand for control of the merchant marine is not met. The council calls for ship owners to bear the burden and says the ships will be winked if refused.
