Washington on March 9 reports plans for three new battleships under the naval appropriation bill. They will displace about 13,500 tons, be the largest in the American fleet, and match foreign designs in size. Speed targets are 18 knots, two knots faster than the Oregon class.
Joseph Hampel, a Lexington Avenue Power House employee, received and survived an electric shock of about 2000 volts while at his switchboard. His body burned black from head to foot, clothing torn away, and he fell through a hole burned in the floor. Doctors say no recorded case matches this severity.
London reports that the 1862 treaty grants France equal rights with Britain in Oman and Britain withdraws objections to France building coaling sheds on the shore. France must not seek territorial rights. Seen as part of a broader Franco British settlement plan.

The mayor ordered saloons closed and the city endured darkness amid rising crime concerns.
Mantua March 14 General Wheaton's brigade moved at 7 a.m. from San Pedro Macati toward Pasig in a bid to corral the enemy. Rebels retreat as a gunboat clears jungle along river banks to Guadalupe. The drive aims to clear land toward Laguna de Bay, with many soldiers exhausted and some dropping out.
St Paul reports 15 inches of snow from Saturday evening to Sunday morning, the heaviest in 12 years. Streetcar lines halted, trains delayed, wires tangled. 200 telegraph and telephone lines damaged with poles blown down. About 100 workers restore service.
Louisville reports swollen Kentucky streams causing major damage to farms as the Kentucky River rises rapidly flooding bottom lands. Tributaries swell and casualties are reported while residents move to higher ground near Catlettsburg where the gauge reads 14 feet and rising. Water stands 18 inches above the danger line.
On March 8 Portsmount H. O. reports the river overflowed the lower city as residents fled to higher ground. The rapid night rise followed heavy rains upstream causing an unusual flood.
The civil members of the United States Philippine commission landed at Malate waterfront aboard the Baltimore from Hong Kong and took quarters there. They await Colonel Charles Denby former U S minister to China and will spend time sightseeing until his arrival.
Detroit reports a severe snow storm across Michigan's Upper Peninsula blocking railway traffic for 48 hours. Bessemer endures the heaviest snowstorm ever known with streets buried four to eight feet and telegraph wires prostrate.
Rapid City South Dakota March 14 The furious blizzard sweeping east of the city today is the worst on record. Two men are missing the son of Shelby Reed a wealthy sheep owner and Mail Carrier Pearson. It is believed others were caught in the storm and have perished.
A thaw followed by a freeze sleet storm and heavy rain caused flooding across Oshkosh. The worst was in the low south end of the city, with water backing up streets and homes at risk.
Governor Stanley ousted State Superintendent of Insurance McNall in a formal proceeding. McNall did not appear, and the governor ruled him guilty of charges and removed him. W. W. Church of Mason will fill the unexpired term and assume duties after qualification.
James Gilmore, the second of a Fergus Falls trio of train robbers, was convicted of highway robbery in St Joseph Missouri and sentenced to eight years in prison as of March 14.
Manina dispatch reports Filipinos prepared to strike General Otis and General Hale's lines but failed to sustain a major assault. Troops held fire except two new companies that repelled a red brigade. Manila authorities claim city policing prevents outbreaks and many officers' families are leaving for safety. British subjects seek protection aboard Narcissus. Units move to San Pedro Macati. heat saps several soldiers. General King resumes command at the bridge as enemy activity remains north of the river.
A Caenoa Illinois fire on March 14 killed one man whose identity is unknown and fatally injured two others. Several fine brick business blocks and their contents were destroyed in the blaze.
Mary Gwendolin Caldwell of Indianapolis receives the Laetare medal for endowing the first building of the Catholic University of America in Washington. She becomes the third woman to win the honor.
In Des Moines on March 11 the Democratic state central committee chose to hold the next state convention in Des Moines with date pending. The convention favors bimetallism without regard to ratio and will wait for Populists and Silver Republicans to seek a unified state ticket before fixing the date.
The California Assembly dismissed contempt charges against Milton J. Green, political manager for U. S. Grant, who refused to identify recipients of Grant funds for legislative campaigns. The measure passed 37 to 18.
The Pin gree-Atkinson bill to tax railroad express telegraph and telephone property on a uniform basis has passed both houses and goes to Governor Pingree for signature. It creates a governor-appointed board of assessors with access to company accounts to determine property values and apply the average tax rate. The enactment ends previous earnings-based taxation and is hailed as a triumph for Governor Pingree.
Washington reports the War Department plans to pull all volunteers from Cuba by May 1 to escape summer fevers. Officials express satisfaction with the political state, confident peace will continue, and believe government matters will solve themselves without a large military presence.
Havana March 10 General Maximo Gomez held a two hour talk with Governor General Brooke on paying the Cuban army three million dollars from the United States as a condition of armistice. He aims to disband troops with or without dissenters and has impressed U S officials who trust he will honor his deal with Robert P Porter McKinley’s representative. Cash distribution to begin within a fortnight at latest.
