Peking reports that the Chinese government has urged the United States to renew the Chinese exclusion law with no extension to the Philippine and Hawaiian islands. It argues Chinese here have vast commercial interests and family ties there, and that restricting intercourse would cause special hardship.
In Washington on March 12 the House saw a surge of activity as Mr. Thayer alleged a threat to dignity and proposed a seven member committee to probe Cuban reciprocity and sugar trust influence. New York March 12 Colonel John F Gaynor and his partner W D Greene, charged with conspiracy to defraud the United States, are registered at the Chateau Frontenac in Quebec according to a Herald dispatch from Quebec They arrived two days ago and Mrs Gaynor joined her husband Monday Colonel Gaynor says his name is properly registered and anyone with business will know where to find him He is well known in Quebec where he has extensive interests.
In the Prussian diet Baron von Richthoff read Britain’s permission for German charitable gifts to Boers in South African concentration camps under surveillance. He said the reply ensures just distribution and voiced English German ties of blood and friendship. Methuen earned German sympathy and was esteemed by Emperors William and Frederick.
Constantinople March 11 The American legation presented the second note to the porte on the Ellen M Stone kidnapping. It states the brigands must be within Turkish frontier and to be captured, and that frontier vigilance was not to be relaxed. The first note demanded punishment of the guilty parties. The porte repudiated responsibility.

General Methuen and four guns were captured by the Boers under General Delarey near Winburg and Lichtenburg. Methuen was wounded in the knee, 41 British killed, 72 wounded, and 200 missing. Paris and 900 mounted men with 300 infantry were involved. baggage and several guns fell into Boer hands. Dispatches cite heavy British losses and Methuen as a prisoner with delays in confirming details.

Senate amendments to the diplomatic and consular bill were non-concurred in and sent to conference. The committee of the whole read a paragraph on contracting rural free delivery carriers and salaries up to 500 per year was approved while a Cannon proposal to raise max salaries to 1000 failed 35 to 107. Fleming amendment allowing express work was adopted. The paragraph was then stricken.
