Cuban constitutional convention rejects radical electoral law
The Havana convention voted 17 to 12 against the committee plan for an electoral law. Conservatives argued elections must be restrained by central authority and that provinces cannot govern themselves. They favored using the existing law for the first election and delaying a new law, noting undefined party lines and boards would render representation a farce. General Sanguilly supported amending rather than rejecting the proposal. A new commission will be appointed soon.
