A Morning Post dispatch from Nieu Chwang dated July 12 says the Russian civil administrator prepared a proclamation declaring the port of Nieu Chwang seized by Russia. It outlines a 60 cent monthly tax on 71 houses and a 1.50 dollar monthly poll tax on Chinese, plus distinct clothing for professionals. The same note says Tien Tsin officials will destroy the Taku forts if a military guarantee protects workers.

In Padens Valley at 6:30 p.m. the Ohio Valley express from Cincinnati to Pittsburgh struck a loose south bound engine. Two engineers died Engineer Al Courtrite and Fireman William Boothby. William Day the lose engine engineer was fatally injured. Several passengers and trainmen suffered serious bruises.
Word reached Hereford Texas of a pitched battle between Mexican and Black workers on the Rock Island extension near Spencer's railroad camp Liberty New Mexico. About 15 Negroes were killed with others wounded after Mexicans armed with Winchesters attacked following a prior killing. Authorities struggled to arrest the assailants as law enforcement was weak in the sparsely settled territory.
Topeka Kansas July 17 Rain has fallen across the state bringing cooler air and renewed hope. The system eased extreme dryness with generous quantities, aiding crops especially in southern and western Kansas. No heavy downpours occurred. relief is noted and conditions improve.

Wilkesbarre Pa July 17 President Mulcahy of the Stationary Firemen association reports no chance of settlement for the strike. Employers silent. The executive committee orders all stationary firemen tied to the state association to refuse work until an eight hour day is achieved.
