An accord ending decades of tension between China and Japan was finalized after months of negotiation. Leaders announced the agreement in a formal ceremony, outlining terms on dispute resolution, trade cooperation, and regional security. The signing marks a new era in bilateral relations and promises to ease regional tensions.
A Shanghai telegram to The Times reports a peace convention signed by Chinese and Japanese plenipotentiaries. Terms include Korea independence, Japanese retention of conquered areas, control east of the Liaos river, permanent cession of Formosa to Japan, a $100,000,000 indemnity, and an offensive and defensive alliance.

Washington April 17 The state department says United States Consul Williams at Havana has been granted 60 days leave of absence this year as in previous years. It is unclear when he will return to the United States and the department notes the annual leave carries no special significance.
A month after Spain formally requested his recall, sources indicate Consul General Williams is on leave of absence as Washington discusses the matter.

William Farr a Canadian Pacific locomotive engineer arrested for allegedly burning his house to kill his wife and four children escaped from a Winnipeg police station and is at large. He planned to cremate his family and was about to marry another woman, according to reports from April 17.
