Joseph A. Schley, 75, a retired real estate dealer, apparently took his own life after leaving his Baltimore home with lodge membership papers. He was discovered dead in the washroom of the city courthouse after word reached his wife that he had shot himself.
Harold Allen a 56 year old Vermont mountaineer traveled with his horse and buggy through Hagerstown en route to the South after selling his farm. He stopped in the Public Square for a minor traffic issue and expressed his attachment to his horse and his wish to explore new regions.
Police say a man in the courthouse washroom examined a pistol half an hour before a fatal shot. He claimed to have just bought it and wanted to learn its use. Deputies traced the shot to the washroom near the sheriff's office, and the man was pronounced dead at Mercy Hospital. Notes in his coat asked to notify his wife and named the undertaker. A final prayer, “May God have mercy on my soul,” closed the scene.
The Supreme Court ruled that abolishing the State Bridge Commission by a special legislative session was constitutional. It granted a mandamus directing the Bridge Commission to turn over its books to the Road Commission, which had taken over its duties. The decision spurs talk of potential effects on other state agencies targeted by economy measures.

Governor Ritchie proclaims publication of Chapter 479 of the 1931 Maryland General Assembly acts. The proposed constitutional amendment removes the 70-year age limit for judges and sets fifteen-year terms, to be voted on at the November election with required ballot wording and publication in multiple newspapers.
With two weeks left before harvest, pastures suffer from drought and brown, scant growth. The drought harmed corn though it matured before the worst effects. Summer was dry but not enough to fully explain the low moisture. The land has not regained water since the summer of 1930.
Two jail windows at Berkeley County Jail Martinsburg show two bars partly sawed likely foiling a planned general delivery. Sheriff Emory F. Thomas suspects the attempt occurred last night during a routine inspection by jail staff. The jail houses about 30 inmates including four federal prisoners and is mainly confined to the lower level.
Report states W. Va. Sigler has been anxious about his health and this distress is believed to have driven him to take his own life.
Rev George M Landis of New Castle Pennsylvania will speak at the Church of the Brethren corner East Washington and Mulberry streets this evening at seven thirty. He is an alumnus of Juniata College and currently pastor of the Baptist church in New Castle. He is known as a Bible teacher and his visit is open to the public with invitation to bring Bibles.
The Alsatia Club will amend Frederick Hallowe en celebrations and join the mammoth parade with Lewis L. Cross as chairman of a committee including Gene Evans Rufus Edwards Vernon Metz Charles Adams and Rex D Gaver. A large turnout is expected as work continues on coordinating floats and participant groups.
Executive committee of the Alsatia Club announces the Mummers Parade will take place Monday evening October 31 with Tuesday November 1 as rain date. Further participant details to be announced. A follow up meeting is scheduled for Thursday at 8 o'clock in the club rooms.
John McCall of Charlotte North Carolina and William Nicholson of Roanoke Virginia pleaded guilty yesterday in Franklin County Court to the larceny of an automobile in Chambersburg. Sentence was deferred pending further investigation of their records. Nicholson was arrested here last.
London report states John Ellis the world famed hangman ended eight years of retirement by slashing his throat with a razor beside him. Ellis had long sent more condemned murderers to death than any other living executioner and had recently executed Edith Thomson and Frederick Bywaters for the murder of Thomson's husband.
