William Hichelberger of Hagerstown was arraigned in Martinsburg before Justice J D Smith on charges of assaulting Frances Huffer, a nine year old Martinsburg student. He was held without bond for the Berkeley County Grand Jury. The girl identified him after a ride in his truck as two other men questioned her for nearly two hours. A Martinsburg physician testified the girl showed injuries. State officials oppose bond. habeas corpus may allow bail if the case reaches court.
