Charleston March 7 By a unanimous 32 0 vote the senate passed West Virginia's 62 88 000 premium budget bill and arranged with the house a conference committee to decide on five major points. After three hours of amendments the bill was passed and the chamber cut 300 000 from general relief to offset 335 000 in supplemental appro priations next week.

Stearns Dies At 82 Friend Of Coolidge
Frank W. Stearns, Boston dry goods merchant and lifelong ally of Calvin Coolidge, died of pneumonia at 82. He helped propel Coolidge to the presidency, visiting the White House often with his wife, who had just celebrated their 59th anniversary. Stearns declined political honors from Coolidge. A notable associate, John G. Sargent, died yesterday in Ludlow, Vermont. Stearns spoke of discovering Coolidge in 1914 and backed him from state senate to governor and to the 1920 Republican convention. He long worked with a Boston department store founded by his father.

Youth Hurt In Fall From Bike
Nine year old Charles Hornbaker from the 300 block West Side avenue suffered a possible skull fracture after a bicycle mishap at Salem avenue and Bryan Place.
