Withholding Tax Increase Considered for Tax Dodging

Treasury officials proposed raising the withholding tax on income earned in America and shipped abroad from 10 to 25 percent. The move could push foreigners to pay regular U.S. income taxes rather than the lower withholding amount. They also suggested a pro rata tax on foreign incorporators residing in the U.S. and possible higher rates on domestic loss companies to curb avoidance. A family earned income reporting by individuals could override community property laws in several states to tax joint income.
