Opposition To Nelson's Plan
Washington July 7 Don ald M Nelsons announced program to permit civilian use of aluminum and to prepare industry for reconversion is hung on dead center because of vigorous Army and Navy opposition. Despite pressure from industry and Congress, War Production Board sources report little chance of action until Nelson returns to press for orders. Military spokesmen dissent and argue against even limited civilian production while manpower shortages hinder war programs. The War Department urges vigorous effort to raise production and warns failure may cost lives and prolong the struggle. The Nelson plan, announced June 18, lacks specific orders. It would revoke the civilian ban on aluminum and magnesium, allow one working model per postwar product, and let orders for new machinery be placed. Charles E Wilson would lead in Nelsons absence but has not acted.
