Helsinki reports a brutal Russian blow with 18,000 killed or captured in a Soviet assault that isolated Fort Koivisto and threatened Viipuri. Soviet air losses were cited as twenty aircraft shot down while Finnish forces repelled attacks along the Isthmus front.
In ASUNCION, Feb 19, President Gen. Jose Felix Estigarribia declared himself virtual dictator, saying the nation faced horrible anarchy. He assumes all political powers, with army and navy backing. Congress and cabinet resigned. a new cabinet formed. A political truce is set and elections for a national convention will draft a new constitution after anarchist factors are defeated.
Captain Carl H. McCleary announced this morning that, due to the annual Policemen's Ball, police school will be canceled this Wednesday.
Intermittent light rain in the eastern portion tonight likely ending Tuesday morning. Western areas expect light rain turning to snow Tuesday morning with little temperature change. Chesapeake Bay faces rain and strong northeast winds tonight, then rain with strong northwest winds Tuesday.

Maryland's 1940 automobile license tags go on sale this February. The six by thirteen inch plates feature white numerals on a marine blue background. The April 1 deadline sets the purchase cutoff, with the new tags slightly shorter and narrower for improved legibility at greater distance.

Washington, Feb 19 Senator Donahey refused to be Ohio’s favorite son candidate for the Democratic presidential nomination. He said acceptance would be subterfuge though the state central and executive committee endorsed Roosevelt’s renomination if he desires it. Donahey added he must reject the honor in good conscience.
Nearly one inch of rain fell during the night in the region but stream rises were negligible. At Lingertown pumping station the 12 hour total was .86 inch, and Chewsville logged .52 inch. Potomac River remained slightly above normal as snowmelt and rain continued. Edgemont reservoir held 64.7 million gallons, up a foot, with 3.5 million gallons daily available to Hagerstown. West of here Garrett County saw a blizzard with drifting snow and dangerous travel.
In Baltimore on February 191 A man and a woman convicted of attempting to obstruct justice in an illegal operation against Dr Albert I Maccrowe and Michael W Warne received fines and jail terms. William B Romans was fined 500 dollars and jailed two months while Dolly Horan was fined 500 dollars and jailed one month by Judge Emory H Niles. The defendants Maccrowe and Warne were granted new trials by the supreme bench.
The Little Heiskell Club holds its regular monthly meeting tomorrow night at Beck's Tavern with the Mayor and City Council in charge of the program. A motion picture show will feature the Graf Spee sinking off South America and a quarter will be used for entertainment.
Halethorpe Maryland February report says traffic on the Annapolis road halted as Patrolmen Charles Ripkin and Christian Kessler found a long line of motorists honking. At the head stood a clever goat blocking the roadway. The officers captured the animal and freed the traffic.
A gas leak and explosion devastated a Savage home killing Mrs. Thomas Ridgeway, 68, and injuring nine others as the house burned. The two daughters Mrs. Helen Linder and Miss Catherine Ridgeway were overcome by gas but revived, then again knocked unconscious by the blast. Several injured were rushed to St. Agnes Hospital and University Hospital for burns, gas poisoning, and head injuries.
A 10 cent per bushel parity payment will be issued to wheat producers who plant within their 1940 acreage allotments. Payments come from a fund for five major crops and supplement existing conservation payments. Total conservation and parity payments for wheat on normal yields run 19 cents per bushel for cooperators.
Rock slides close part of the Waynesboro to Gettysburg highway near Waynesboro after dirt and boulders loosened by thaw and nearby dynamite blasts. A by pass route over the mountain is in use while crews clear the highway and repair the roadway.
In a three day frontier tour General Baron Jan van Voorst Tot Voorst showcased the Netherlands water line and coastal forts as ready to repel any invasion. The high command stressed resourceful defense using natural assets and fortifications to make the country impregnable despite limited military material.
Herbert Leigh Holman, a barrister, was granted a conditional divorce decree today from actress Vivien Leigh in London. The suit was undefended. Holman named actor Laurence Olivier as co respondent, whose wife Jill Esmond had been granted a divorce earlier, naming Miss Leigh as co respondent.
Seven empty cars of a southbound Pennsylvania freight derailed about one mile north of Elkton Maryland. No injuries reported, but traffic on electrified north south tracks delayed. Passenger trains to Washington were slowed as wrecking crews worked. Cause under investigation. Approximately 200 yards of track damaged.
The real estate market stayed steady with residential deals. Transactions included Charles F. Schindel to Paul R. Hesson for 2400 dollars on Washington avenue and Leah M Mundey et al to Frank K Rus sell on North Mulberry street for 4800 dollars.
The Salvation Army issued a plea for clothing for needy Hagerstown families. In January it distributed 488 garments and 57 pairs of shoes to locals, 58 garments and five pairs of shoes to transient men, plus 25 pieces of furniture. Men and children’s clothing are especially needed. Call 2487 for pick up.
In Norway, Britain demands internment of the German prison ship Altmark over whether it was armed. Germany protests, Norway weighs neutrality while Cossack rescued about 300 British seamen. Bloodstains on fjord ice recall the raid as casualties are tallied.
Baltimore February reports from John W. Weeks of the U S Weather Bureau say there is no immediate flood danger in Maryland despite heavy rain and cold. He notes mild spells have reduced ice jams on the Potomac and any jams on the Susquehanna would form upstream in Pennsylvania, while some wells on the Eastern Shore run dry.
Scores of thousands of farmhands are being brought to various parts of Germany from German occupied Poland to till German soil. Five thousand agricultural laborers are being brought from Warsaw each day. Before many weeks elapse the Krakow area alone is expected to supply 120,000 Polish farmhands.
London reports intense naval action with Britain claiming two German merchant ships captured while the destroyer Daring was torpedoed and sunk, 157 lives lost. Germany counters with gunboat claims on convoyed ships as Norway-Altmark dispute grows.
The local Red Cross Chapter pleads for woolen materials and flannel to aid Finns in need. Mrs J C Idle chairs the effort amid local sweater knitting. National Chairman Norman Davis notes woolen clothing for women and children is especially required. Garments go to New York for direct delivery to Finns. Send material in 2 to 5 yard pieces to St Mary's Parish House or Miss Gertrude Skiles at Red Cross HQ.
LYNN Mass Feb 19 285 pound Charles D Long slipped on ice breaking his left ankle. Patrolman John Keenan and Charles Burrell took him to a hospital. Last night Keenan and Burrell answered another call Long again fell on the ice in the identical spot and broke his right leg.
