Governor-elect Herbert R. O Conor and aides advance tentative state budget steps with a mid December target for a budget draft. Committees on budget reorganization and revenue sources near final reports as preparations for a swift legislative briefing intensify ahead of the January handover.
The governor hopeful aims to submit the budget within 30 days of the Legislature convening, hoping to finish ahead of the deadline. If early committee reports come in, the session could shift into high gear by mid January as the Legislature usually meets twice weekly before February. The Governor-elect plans to devote his time to three committees and the inaugural address until inauguration day. William C. Walsh will be sworn in as Attorney General-elect, joining Gov. Nice in a swearing ceremony that shifts O’Conor off public payroll for the first time in 15 years.
Raymond Harrison, 16, who had been unconscious since December 4 after a bicycle collision on South Potomac street, awoke yesterday afternoon at 4:00. He had suffered a severe brain concussion lasting 274 hours. Dr. Cecil Bagley of Baltimore conferred with local physicians but did not operate.
Francis J. Gorman, head of the United Textile Workers, calls 760 locals to halt dues to the CIO’s Textile Workers Organizing Committee. He seeks to oust four UTW vice presidents opposing his plan and challenges Sidney Hillman to reveal TWOC books amid a CIO split sparked by Gorman joining the CIO rival AFL. He says he quit before Hillman fired him.
Report notes an effort to restore pay cuts to 156,000 woolen and worsted workers. The attack on Hillman's claim of an increase cites harm from stretch-out and machine operation. Victims were en route home as tensions rose among workers and leaders.
The big Public Square tree received a pre Christmas boost under M. E. Miller, distribution superintendent. About 600 new bulbs bring the total to over 1200, as the City Park lake tree was lit for the first time yesterday. Tourists especially notice the display in Washington Square.

A Soo Line passenger train struck a car on a grade crossing near Dresser Junction, Wis., killing five people and badly injuring two others including a seven month old baby. Victims named include Devillah Hazel and her children Jimmy, aged four, and the Bergerons Charles and his wife, with Ruth Hill of Taylors Falls, Minn., among the injured. The collision occurred as the car pulled onto the crossing from a side road to the state highway. The driver and infant were hospitalized with serious injuries but expected to recover. the baby has a broken leg.
