A late fragment discusses fears of a Christmas insurrection amid city unrest and notes on a slate of public schools opening January 24. It cites local newspapers praising new regional publications, while recounting a curious theft in New York involving bonds.
The committee reports a bill regulating master servant contracts with writing for over a month and duties from sunrise to sunset, plus penalties for leaving, and grounds for discharge. A second bill would open courts to Freedmen and allow their testimony under existing rules, with repeal of conflicting laws. A resolution probes relief for orphans of African descent and calls for a bill securing full rights and capacity to sue. Congress debate touches on civil rights and constitutional amendments. adjournment follows.

Mr Wilson presented a petition from the colored people of the District of Columbia asking full suffrage, noting 2,500 signatures with varied handwriting. Discussions covered Freedmen Bureau powers and a bill to protect freedmen civil rights, noting proclamations of emancipation and government duty to uphold rights amid ongoing violence. Dispatches also mention Union support, Vermont and Kentucky moves on equal rights, a colored jury in Missouri, and a Havre rudder experiment.
In the Kentucky Legislature a bill permitting negro testimony was rejected in the Senate. A program of exercises includes music pieces Blow Ye the Trumpet and America, prayers by Rev. John Bryan Rev. Samuel Drayton Rev. Henry Watts and Rev. Edward West, an oration by Rev. Wm H Turner, and a closing benediction. At the end a collection for the Freedman's Hospital will be taken.
